Soviets plan space shuttle launch

the Soviets offered some details
of plans to launch a space shut-
tle orbiter, possibly as early as
1989.
Aviation Week & Space Tech-
nology has reported that the So-
viets are practicing takeoffs and
landings with a jet-powered ver-
sion of a space shuttle in prepa-
ration for a flight.
Soviet officials are quoted in
the magazine as saying that the .
first flight will depend on how
quickly problems with the shut-
tle’s flight-control system and
booster rockets can be solved.
The magazine said that Soviet
officials told it that the flight-
control system was not perform-
ing up to expectations.

The Soviet Union plans to
launch a space shuttle orbiter
similar to the vehicle built in the
United States within the next
few years, several prominent
aerospace experts said.
The Soviets, who are becom-
ing increasingly open about
their once highly secret space
program, invited about 500 peo-
ple from around the world to a
two-day conference called the
Space Future Forum in Moscow
this month. According to aero-
space experts in this country,
about 160 American space engi-
neers, scientists and former as-
tronauts were invited.

Hammer asks
Afghan king
be returned

MOSCOW — Los Angeles in-
dustrialist Armand Hammer, in
the middle of what he describes as
a one-man shuttle mission to end
the war in Afghanistan, said here
he thinks a settlement based on
bringing back the Afghan king can
be completed at the Soviet-Ameri-
can summit likely to be held this
year.
Hammer said that Afghanistan’s
communist president, who uses the
name of Najib, told him during a
meeting in Kabul recently that he
was willing to share power with the
king and with rebel groups who
have been fighting a series of Sovi-
et-backed Afghan governments
since 1978.
Soviet troops invaded Afghani-
stan during worsening turmoil
there in December 1979, installing
Babrak Karmal as the country’s
strongman.
But what was reportedly envi-
sioned as a quick military opera-
tion has dragged on for eight years,
tying down about 115,000 Soviet
troops. Looking for a way out, the
Soviets arranged Karmal’s replace-
ment with Najib, in May 1986.
“He cannot be just a symbol,”
Hammer quoted Najibullah as say-
ing about King Mohammad Zahir
Shah, 73, who was ousted in a 1973
coup and now lives in Rome. “He
has to play an active role.”
Hammer, who is chairman of Oc-
cidental Petroleum Co., said he was
acting as a private citizen.
In the past, proposals to put the
king back on the throne have met
opposition from some of the lead-
ers of seven major rebel groups bat-
tling the Soviet-backed Kabul
regime.
A senior Western diplomat said
here recently that he saw no evi-
dence that the Soviet Union is
ready to withdraw its troops except
on its own terms.
