The Chaparral Health Clinic Corp. is requesting bids to complete our audit of the fiscal ypar ended
June 30, 1993. We would like a three year bid for audit services. Our needs are to have an audit in
accordance with Circular A-133 including the specific requirements under OMB compliance supplement.
for community health centers, the Yellow Book, and OMB Circular A-128, also the completion of the
990 and 990T tax filings.
Our fiscal year is June 30,1993. We will be available for a planning meeting around June 1,1993. We
will be ready to start the audit on August 1,1993. At completion of fieldwork we request that there be
an exit interview. Our requirements are that we have draft financial statements by August 28,1993 and
a final report by September 7,1993 to present at the Board of Directors meeting on September 16,1993.
In order to better evaluate and compare costs, we ksk that your proposal be complete and include a
one or two page summary on all the points listed below. In order to reduce audit costs we are prepared
to complete all audit support schedules that you may request and pull all invoices and documents nec-
essary to support the audit.
Your proposal should include the following:
The background of your firm, including:
• How long the firm has been in business
• Industry specialties
• Description of staff levels in your firm and the number of individual at each level
• History in your staff turnover
• Your firm’s philosophy on continuity of key staff for specific clients
• Your firm’s procedures for handling any cost overruns that may occur including those which
are client imposed, those necessitated in response to Federal overseers, and those caused by in-
accurate estimates on your part
•The number of your clients that require an A-133 or A1 -128 audit. The percentage of your total
business that A-133 or A-128 audits represent
Estimates of your audit costs. This should include:
• the number of hours at each staff level and the hourly rate
• the dollar amount or write off or pro bono work that you are projecting
• your estimate of out of pocket cost and a description of what is included in these costs
Resumes of key staff that would be performing our audiL At a minimum, these resumes should
include:
• the number of years experience of each individual
• the number of years they have been with your firm
• the dates and specific courses they have taken over the past two years in order to complete •
their continuing professional education requirements, including Yellow Book require-
ments for auditors of government supported activities
A list of current clients that we may contact for references. Please include clients that you have
performed an audit in accordance with Circular A-133 or A-128
A listing of all client requested schedules
A copy of the result of your firm’s most recent quality control review performed in accordance
with the Yellow Book
In order for you to make your proposal as accurate as possible, we will provide a copy of our prior year
audit report, interim financial statements, as well as, some information about our organization.
A copy of the engagement letter that we will be using for audits is available upon request. Please review
this carefully.
