ciated Press, regional newspa-
pers, Texas Monthly and most re-
cently, The Texas Observer, who
visited with Commission Chair-
man Lydia O. Canales in San
Diego on Monday.
Parr began his political career
at the age of 13 working as a Page
in the Texas Senate and served as
county judge and sheriff during
his career. His father Archie, the
original “Duke of Duval," served
in the Texas Senate for 20 years.
Parr reigned steadily over
Duval County politics for more
than tour generations and is best
remembered for his role in the
infamous Box 13 scandal, which
sent Lyndon B. Johnson to the
UAS. Senate in 1948 by a narrow
margin of 87 votes..
At the lime of his death at the
age of 74, Parr was under inves-
tiganion by federal authorities for
income tax evasion. His body was
discovered at his Los Horcones
Ranch south of Benavides on
April 1,1975. A .45-caliber auto-
matic pistol was found next to his
body.

he would never again serve a
prison term again. True to form,
he controlled his destiny to the

or over which reduced the highest
property tax bill to $1,865 in
Crystal Gty and to a low of $ 150
in Irving in Coppell ISD.
In San Diego the tax bill on an
$80,000 house in 1989-90 aver-
aged $1,777 or $1,339 if a home-
stead or $1,040 if owned by a
senior citizen.
The report points out that
school tax bills for the elderly are
frozen at the level in place when
the homeowner turned 65, and,
consequently, elderly persons
may pay less.
Equitable appraisals among
different types of property are
significant in attracting new in-
dustry and jobs to a community.
The 1989-90 property tax on
industrial equipment and inven-
tories valued at $80,000 ranged
from $845 in Seminole to $2,269
in the North Forest ISD in Hous-
ton.
For property worth $80,000 in
San Diego the report shows a tax
of $2,125 for an average of all
types of property, $2,028 for in-
dustrial equipment and invento-
ries and $1,202 for commercial
inventories and fixtures.
The report cites two reasons
for the wide range of taxes: First,
local officials adopt budgets, set
tax rates, and homestead exemp-
tions. Second, unless all property
is appraised uniformly, tax bur-
dens will vary. Average ratios of
tax appraisals to market value
(selling price) ranged from 83.3%
in Brownsville ISD to 137% in
Wilson ISD in Lynn County.
Locally, the report shows a
ration of 103.2% for all types of
property in the San Diego ISD.
Local governments in Texas
relied upon the property tax to
finance 37.1% of their budgets in
1989. Counties relied upon this
tax for 45.7% of their general
revenue; followed by school dis-
tricts, 43.4%; cities, 29.%; and
special districts, 12.9%.
During the past decade local'
government spending in Texas
has grown at the rate of 10.7% per
year compounded. The rate of
growth of local government
spending, the report concludes,
has continued in recent years
despite the decline in property
values in Texas.
The report gives high marks
to the county appraisal districts.
“The valuation of property in
Texas for tax purposes continues
to improve with ratios in most
counties clustering around full
100% of market value, ” said Gary
Wood, President of the Texas
Research League. “With tax rates
so high, appraisal districts must
continue this record of improve-
ment," he concluded

Parr mansion being considered
for county museum, library

The white stucco man-
sion where George B. Parr
reigned as "the Duke of
Duval County" for more
than four decades is up for
sale.
Built in 1936, the man-
sion was the inspiration of
architect Gonzalo "Chalo"
Garcia, whose artistic gen-
ius is credited with the de-
sign of similar homes
throughout the county.
Architecturally, the
home is described as being
Mozarabic in style, a blend
of Roman and Arabic archi-
tecture which incorporates
both native materials and
local culture.
Now home to Parr's
widow and her husband, the
mansion features 13 rooms-
including four large bed-
rooms, a sizeable living
room, a dining room,
kitchen, five bathrooms, a
breakfast room and a trophy
room.
Parr family members say they would like to sell the mansion
to the county to be used as a museum or a library. The county’s
lone museum is presently located near St. Joseph and Victoria
streets and is run by the Duval County Historical Commission.
The county is also currently looking at establishing a li-
brary using Texas State Library funds.
The mansion’s adjoining buildings also include Parr’s col-
lection of White Tail Deer antlers. Considered the world's larg-
est, the collection was accumulated over a span of more than
Parr mansion for sale.
50 years and showcased more than 100 trophy mounts in its
heyday, according to published reports.
The building also features glass-stained windows, deep
plush caipets, decorated ceilings, and a gracefully sweeping
stairway adorned with wrought iron banisters.
Other features include a spacious lawn, a swimming pool, a
three car garage, and a barbecue area. The two-acre mansion is
located off Texas 359 in San Diego's southside.
