Get Most from Convention
By Observing Rules
Dear PASF Sponsor:
I hope you all enjoyed the
convention in San Antonio last
March and that your students are
even more enthusiastic about Pan
Americanism. I feel the conven-
tion is one of the most worthwhile
endeavors of the year. However,
I am writing this to remind you
of the letter I sent you last year
pointing out some severe deficien-
cies that the Board of Directors
noted at last year’s convention.
We are enlisting your help for this
year’s convention because as
sponsors it is our responsibility to
be sure that rules are followed and
that students are courteous and
well behaved.
As sponsors we cannot be
passive and allow the organization
we have all worked so hard for
be taken asunder by undisciplined
students. I see a point where
drastic measures will have to be
taken which, in the long run, will
hurt the organization. Measures
such as cutting the number of
students permitted to attend con-
vention, holding sponsors person-
ally liable for damage caused by
students, more involvement of
local police to control unruly
students, or having to move the
convention out of San Antonio. I
am asking that you consider this
plea and come this year knowing
that it will be a weekend of work.
This is not meant to lecture but
to make you aware of some
serious problems facing us.
Thanks to all the PASF sponsors
who during the year give of their
time, patience, and knowledge so
that the student members may
grow with a tolerance and under-
standing of our neighbors. With-
out sponsors there would be no
Pan American Student Forum. I
hope that as a sponsor, you will
see my point and help in the
disciplining of all PASF conven-
tioneers. Please follow the simple
rules listed below.

RULES FOR PASF
STATE CONVENTION
PASF chapters attending Con-
vention will be expected to bring
sufficient adults and chaperones to
guarantee strict discipline among
delegates. A ratio of 5 students to
1 adult is required. These adults
will also be required to pay the
$3.25 registration fee. You must
comply with these additional rules
if you plan to attend Convention.
1. Convention attendance is con-
sidered a school function and
as such, all local school board
policies will apply to the
respective school groups.
2. Seats will be assigned for all
the functions in the theater.
Each group will keep the
same seat assigned during the
duration of the Convention.
3. Wear your name tag at all
times. Tags must be worn on
the chest where they are easy
to see. Students, teachers and
chairpersons not wearing
their I.D. tags will not be
permitted to enter this theater
or participate in other PASF
Convention activities.
4. It is important that
teachers/chaperones be seated
among their students. As
determined by the size of your
group, each adult should
oversee five (5) students.
5. At the onset of the theater
activities, students and teach-
ers will be asked to remain
seated for the duration of the
theater functions.
6. If “matters of urgency” ar-
rive during the performance,
at the discretion of the usher,
students will be allowed to
leave their seats one at a time
only. This will be monitored
from the back of the audito-
rium by the ushers.
7. If a problem arises with
students outside of your
group:
— Inform one of the ushers.
— The teacher within whose
group the problem exists will
then be made aware of the
situation and an usher will be
stationed in the problem area.
8. If the problem persists, the
offending party/parties will
be escorted from the prem-
ises. The principal of the
school will then be informed
of the problem encountered.
9. Assign a responsible student
to be in charge of each room
at your hotel.
10. Have a curfew and be strict
on its observance.
11. Get your students to stay in
groups during their free time.
Boys should accompany the
girls for safety and an adult
must be present.
12. Sponsors and adult supervi-
sors should stay with their
groups during all Convention
activities.
13. One of the main reasons you
attend Convention is to vote
for the following year’s state
officers. Schools attending
Convention that fail, without
a valid excuse, to pick-up a
ballot and vote will be re-
ported to their principal for

good behavior and participa-
tion in all Convention activi-
ties.
Dues To Go Up in 1987-1988
To Help Maintain P.A.S.F.
Since the beginning of this annual dues to $5.00 per member
school year, the PASF office has
kept all members informed on the
need to increase annual dues in
order to maintain the Pan Ameri-
can Student Forum (PASF) organ-
ization alive. Although we are
now more optimistic about the
future of the Good Neighbor
Commission, it is important for
you to realize that PASF is going
to have to pay its share of the
operation costs. The long-term
objective is that some day the
organization will be able to stand
alone and pay for all of its
expenses. .
In order to achieve that goal,
the PASF Board of Directors
voted at the meeting held in Austin
on February 7, 1987 to raise the
beginning next school year. The
authority to do this is given to the
Board by Articles VII and X of
the PASF Bylaws.
Article X, Section 1 reads:
“the annual dues for both
members, active and associ-
ate, will be determined by the
PASF Board of Directors.”
Article VII, Section 13 enti-
tled “Emergency Provision”
reads: “The Board of Direc-
tors is empowered to act
according to its best judgment
on matters of importance
which may arise between
State Conventions with the
consideration for the provi-
sion of the bylaws.”
A POEM
We began in Houston, as casual friends,
but in the eight days that followed, how close we had been.
Ten students in all, two guys and eight girls,
were anxious to arrive in the new unseen world.
Two sponsors were also there from the start,
eager to give to us each from their heart.
With a booming roar we were up in the air,
not knowing what to expect when we would land there.
Nervous, excited, we jumped off the plane,
and were greeted by other students — some known by name.
Each assigned to families with whom we'd stay the night,
we each learned what the average household was like.
For the next six days, we never slowed down,
from interviews to shopping around town.
We went to Xochimilco and had confetti fights
and in Cuernavaca, I had a dog bite.
At an elementary school we received cards and notes,
and at the floating gardens, we had lunch on boats.
We went to the pyramids on a chilly night,
and enjoyed a show of beautiful lights.
There were many other things that we saw,
but the people we met were the most special of all.
They received us with arms and hearts opened wide,
and together we made friendships that will never die.
Though the time we had to share was only eight days,
the memories that formed will last always.
