By the spring of 1971, The University of Texas System Board of Regents had
approved UTPB's campus development plan in principle, had approved preliminary
plans, and had appropriated funds for expenses through the preliminary planning
stage.
UTPB had been through an accreditation inspection which would result in ac-
creditation by the Southern Association of Colleges and Universities, and had
announced a Registrar's office would open by Jan. 1, 1972. The spring and sum-
mer of 1971 would be busy.

Mr. John Creekmore of The Houston Endowment, Inc., presented a
check for $130,000 for construction of initial administration build-
ing. UT Regent John Peace spoke at formal groundbreaking cere-
monies.
Bids for construction of initial administration building were opened
by the UT System office of facilities planning and construction.
J. W. Cooper Construction Company began construction of initial
administration building.
Board of Regents approved preliminary plans and specifications for
Phase I building program at UTPB, appointed architects, and made
additional appropriation for architect's fees.

"Expression of thanks to 62nd Legislature. - Following the presen-
tation of the development plans of U.T. Dallas, U.T. San Antonio,
and U.T. Permian Basin, Committee Chairman Erwin took the op-
portunity of expressing, on behalf of the Board of Regents, thanks
and deep gratitude to the 62nd Legislature of the State of Texas
for having provided funds for the development of these three new
academic institutions as well as the Houston Medical School, the
Nursing School at El Paso, the Nursing School at San Antonio, and
the Dental School at San Antonio."

the few people surrounding him, planned
,a university-they saw it from an idea on
paper through the graduation of its first
class.
When Amstead accepted the position
as president, he was quoted as saying, "I
figured that maybe one out of a million
ever had the opportunity facing me now-
starting a new university from scratch. . .I
can't think of anyone in the world today
who is more fortunate than I am."
Current President V. R. Cardozier,
who served as vice president for academic
affairs during Amstead's tenure, charac-
terized the former president as a "Texan
prototype."
"He was a man of action, a man with
tremendous drive and imagination-and
he moved aggressively. He instilled a
sense of enthusiasm and excitement
about the potential of the university,"
Cardozier said.
It was those years of planning, and the
enthusiasm generated during that time,
that characterized the new university
which opened its doors to students in
the fall of 1973, and which greatly af-
fected what the university is today.
The program this year will also feature
the awarding of the "Alumnus of the
Year Award". Created in 1980, the
award honors an outstanding UTPB
Alumnus with the presentation of a
plaque, the honoree's name inscribed
on a permanent plaque, and the cre-
ation of a scholarship in the honoree's
major and name. Last year's Alumnus
of the Year, Curtis Pool, will make the
presentation.
"We will also be electing officers for
the coming year at the celebration, as
well as appoint new board of directors,"
Kupper said.
The cost for the evening is $6, but is
free to upcoming graduates. Reservations
should be made by calling 367-2136. The
dinner is being catered by the Odessa
Chuck Wagon Gang.
