Congressman Jim Collins of
the Texas Third District aharlpy
criticized handling of the natural
gas shortage in this country and
compared the Emergency Gas
bill to “a drowning man treading
water in the middle of the
ocean.’’ The bill had been ap-
proved in Congress and sent to
the White House far presidential
signature.
Collins said, “This is tem-
porary adjustment but let’s face
the facts: what America needs is
a full-scale life saving plan in
energy. The problem is that for
so many years the exploration
and production of gas in this
country has been systematically
discouraged. Gas is underpriced
per BTU of energy. Compare the
fact that a natural gas producer
gets 39 cents per million BTU’s
on present contracts, coal gets 79
cents per million BTU’s,
domestic oil 61.30 and imported
oil 62.40 per million BTU’s.’’
Collins continued, "Today we
have Congressmen suing the
Federal Power Commission for
raising the allowable interftate
rate to 61.42 per 1000 Mcf. Yet we
clamor for Canadian gas which
costs us 61-94 per Mcf. The gas
industry in this country has gone
all out this past year, with in-
terstate gas up 6 percent oter
last year. But this cold winter
has just proved too much for the
peak season requirements.”
Congressman Collins em-
phasized that our overwhelming
dependence remains on oil and
natural gas. "All the publicity in
the world does not change the
fact that oil fulfills 46 percent of
our energy requirements, and
natural gas 26 percent.
Hydroelectric is dose to its
maximum of 4 percent, nuclear is
below 2 percent, and solar is
much less than l percent. For
realistic energy planning, we

served as leader. She stated the
program on our American neigh-
bor to the North, Canada, was in
conjunction with the last meeting
which was on Mexico, our
Southern neighbor.
Mrs. Harry P. Bounds gave a
resume of Canada, stating the
location geographically of the
various Provinces and
Territories, with over 60
nationalities of people making up
the nation, with the two founding
nations being French and British
with the Queen of England the
titular head. She further stated
the Confederation form of
government has been in force for
110 years.
Canada, straddling the Nor-
thern Crossroads of the Western
Hemisphere, is easily accessible
from any part of the globe, she
said.
She further told of the breath-
taking beauty of Niagara Falls
bordering the Province of On-
tario which is the second largest
one in the nation. Ottowa’s
Parliament buildings and the
changing of the guards are very
British, and the city surely has
the blend of the old and the new.
She stated that Montreal,
located in the province of Quebec
is the second largest French
speakeng city in the world. The
pictureesque old streets and
houses are dominated by soaring
skyscrapers.
She concluded her remarks by
saying that Canada still has
opportunities in abundance. Half
of the 20 million population is
unde 25 years of age. Whatever
you desire to do on a vacation can
be done in some of the various
provinces from the Atlantic to the
Pacific, north to Newfoundland

“We are short on all energy,”
Collins said in summary. “A
couple of years ago cars lined up
for gasoline. Now it’s natural
gas. Schools are closed. Fac-
tories are closing, and workers
are being laid off. The allocation
of limited gas is no solution. Hie
answer is an open market for
energy supplies. If your city does
not like the open market price of
gas, go drill and find your own
gas sources. But keep the money
and jobs for energy in the States.
Let’s produce America’s own
gas.”
