sufficient revenue for tho proper

ery individual should feel uuder
obligations to defray his propor-
tional part of the expenses of the
government and the government
should have the right and does
have the right to exact from each
member governed so much of his
earning wages or property as is
necessary for bis proportionate
part of the government expenses
But under no condition should a
libertyloving government exact
either directly or indirectly ouo
cent more than is absolutely nec-
essary for the proper maintenance
of that government No one ques
tions the right of a government to
raise by taxation as there is no
other way of raising it sufficient
funds to meet the necessaries of
the government when regulated
upon honest and economical prin
ciples One of the modes adopted
by our government for tho purpose
of raising reveune is by means of
the Tariff So long as the govern
ment holds to taxation by tariff
for revenue only when tho revenue
to be raised is based upon the act-
ual and necessary expenses of the
government no one can complain
and such a mode is not oven ques
tionable That such a tariff af-
fords slight protection to home in-
dustries is another unquestionable
fact but n fact of which no one
can complain But when a gov-
ernment so increases its expenses
by fraud extravagance or other-
wise beyond the expense absolut
ly required for the maintenance of
a just government it no longer re
mains a true government but be
comes a usurper and extortioner
And when a government under the
name of protection exacts taxes or
revenues from one class of people
for the promotion of another it
superseeds the bounds of a just
government and institutes princi
pals of slavery and enforces a sj s
tematic scheme of robbery The
Supreme Court of tho United
States did on a certain occasion de-
clare frcm the bench that
To lay with one hand the pow
er of tho government on the prop-
erty of the citizens and with the
other bestow it upon favored indi
viduals to aid private enterprises
and build up private fortunes is
none the less a robbery because it
is done undei the forms of law and
is called taxation
Hence we feel that the expenses
of our goveonment should be re
duced to the absolute necessities
when honestly and economically
administered that tariff should be
imposed solely for the purpose of
revenue only and that the taxa-
tion shoudT > e equaly distributed
and that it is wholly wrong to tax
one class of peoplo for the promo-
tion of any other class
