great struggle In which we are en-
gaged. The plot Is written plahi upon
every scene and every net of the su-

peoples actually engaged, hut many
others also who sutler under mastery
but cannot act; peoples of many races
and in every part of the World-rthe

posed to them, musters of many arm-
ies, stand an Isolated, friendless proup
of governments who sneak no common
purpose but only selfish uiiftritlons of
their own by which none cun profit
but themselves, and whose peoples
are fuel in their hands; governments
which fear their peoplp and yet are
for the time their sovereign lords, milk-
ing every choice for them and dispos-
ing of their ll^es and fortunes us-they
will, as well us of the liyes "and for-
tunes.of every, people who fall under
the!/ power — governments clothed
with--the strange, trappings anil the
primitive tiuthorlty of an age that Is
altogether alien and hostile to oijr

place carries, the accents of such prin-
ciples with a prouder kindness. Here
where started forces which the grent
