For the Grand Jury.
A few months ago the county
clerk furnished he county
treasurer with a list of the
names of the parties fined in
the county court since and in-
cluding the year 1876 together
with the amount of the fines
and a statement of those who
have paid. The list for 1876 is
the only one footed up; it shows
that glO was collected and
that the sum of S1225 is yet
due and uncollected. For the
years 1877-8-9 and 80-I the
amount due is fully as large for
each year as 1 876 a few very
few of the fines have been paid
and some of those collected
have not yet found their way
into the hands of the county
treasurer. At a rough estimate
their is due the county in fines
imposed in the county and
magistrates' courts between
$4000 and 5000. The clerk
of the district court has made
no report to the treasurer as
yetE but probably will before
the next regular meeting of the
commissioners' court. The
county has been put to enor-
mous expense in the way of
jury lees and other costs which
honest tax payers have paid
while the criminals have vir-
tually escaped scot free so far
at all events. "This matter we.
think comes within the scope
of investigation by the grand
jury and should be thoroughly
investigated by them. The ex-
penses for maintaining the
courtsare more than all the oth-
er expenses of the county and
the criminals should b'e made
payj
Correct Figures
County treasurer Minkwitz
on Tuesday added up the sums
on the list of fines furnished
him by the county clerk. Here
is the figures: Amount of fines
imposed from Ausust8th 1876
to March 1 8th 1881 588340
of this amount there has been
collected by various officers the
sum of $471 of which f 359 ap-
pears as having been paid over
to the county treasurer leaving
$1 12 in the hands of the officers
collecting the same. The total
balance due the county on fines
is 2541240. Here we have a
showing which should open the
eyes of our tax payers. Of all
the fines imposed in the county
during a term of five years only
the pitiful sum of $471 or not
quite one hundred dollars per
ycar.rhas. been collected. In
this connection a statement of
the amount paid out for jury
fees' would be very interesting
to the tax payers. It has often
been remarked that justice as
administered in many counties
is a farce. In this particular
case the wrong doers have not
suffered to any material extent
unless they have- paid the offi-
cers' costs. But if the tax pay-
ers will feel their pockets they
will no.doubt discover a trifling
lightness. Itwould-costagreat
deal less to run a cheap dramat-
ic entertainment for the time
the. court sits trying criminal
cases ilt is time; a reformation
was being made. We do not
pretend to locate the blame fn
this court; businesspbut simply-
preseht1'the figure's.' the public'
can form its own conclusions.

Sad Accident. Lasf Mon-
day a Mr. Philips a tenant on
the. Williams plantation three
miles south of Independence
whose wife had gone to visit a
isick neighbor .took his' six-
year old son out in the cotton
field to help him pick. The
little fellow tired and went back
to the house by himself. It
seems that he went to the;cot;
ton shed where there was a large"
pue 01 seed cotton and to
amuse himself he. dug a deep
hqle in the yielding material
into this hole he fell head fore-
most and was unable to extri-
cate himself. At dinner time
Mr. Phillips returned with a' bag'
of cotton for the purpose oi
emptying it in the seed house
and to his consternation dis-
covered the feet of his .darling
boy and only child sticking up
out of the cotton: He at once
pulled him out; but life was exr
tinct. Justice Willie held an
inquest the jury returning a
verdict in accordance with the
facts. The grief of the stricken
mother 'is said to have been
heartrendering.
