The Chicago fair directors have at
last selected a Bite for the "World's

passed an ordinance granting the

Our readers should bear in mind
the opening day of the great Texas
fotate Juair and Dallas Exposition
beginning this year October IS and
closing November 2.
R. Gardner Chase Az Co. bankers
and brokers of Boston have made
an assignment and closed their
doors. Their liabilities are reckoned
at about 2000000. James T.
Phelps is named as the assignee.
The anti-lottery bill that passed
the senate Tuesday is known as the
Caldwell bill. It seems that the
boodle of the L. S. L. could not
clog the wheels of reform or this
measure would never have gone
through.
It must have been the apathy of a
hopeless contest that caused the
falling off of the democratic vote
against speaker Beed. The increase
of the republican vote was very little
but the falling off of the democratic
Tote made his majority larger.
The Chicago Inter-Ocean has
stopped howling about .the persecu-
tion of the negroes long enough to
show that they have accumulated
$203000000 worth of property since
the war. That don't look much like

representatives of a free people re
garding their movements and they
obey him. He assumes to control
and does control not only their ac-
tions as representatives when the
house in session but also their
movements as men when the house
is adjourned. The republicans are
beginning to feel the power of this
political Frankenstein of their own
creation. They are now feeling the
weight of the rod they fashioned for
Democrats and which this bull
dozer is now using on them. But
smarting and writhing under it as
they are they dare not rebel. The
power with which they have clothed
him will enable him to crush them
in the house and hence they are
forced into subservient obedience to
his behests. A humiliating position
for men who hold their places by
the same warrant that he holds his
the votes of the people.

The unaniinitv with which the
leaders office-holders and newspa
pers of the Republican party "agree
to disagree'' is highly edifying to the
Democracy and presages well for
the success of the latter in the rapid-
ly ajiproaching congressional elec-
tion. That disagreement is of full
characters kinds and grades com
mencing at slight individual differ-
ences and running the gamut up-
ward through serious breaches per
sonal dinerences acrimonious lan-
guage criminal charges threatening
demonstrations and assault and bat
tery. In fact Republican conference
consultation and debate at present
may be all classed under the general
head of breach of the peace.
Ex. President Geover Cleveland
will pay his first visit to Texas this
year when he comes to the Texas
State Fair and Dallas Exposition.
Texas gave him the largest majority
of any state in the Union and her
citizens stand ready and anxious to
extend him a regular Texas welcome.
Jab. Gordon Bennett made the
great journalistic discovery that the
newspaper which contained the
most news would have the most
subscribers. Give news and you
gain subscribers; gain subscribers
and you will have advertisers. That
was the secret of success of the New
York Herald.
"We. have just returned from the
mountains" says a Georgia editor
"where wo went for the benefit of
our health. During our visit we
fell down a precipice and broke our
left leg and as we are without a
pair of crutches we call upon our
subscribers to pay what they owe
and we promise that hereafter when
in search of health we will remain
at home."
The democrats favor a political
sentiment in favor of reciprocity be
cause it's a movement in the direction
of tariff reform and a stop towards
free trade. Many republicans favor
it because they hope that it will
broaden the market for American
goods. The surplus of our farm)
workshops and mills can be shipped
to central and South America and
relieve the market.
It is very early in the season says
the New York Star but already re
ports have begun to como in of
stranded dramatic companies. Sev-
eral troupes have scarcely had time
to get out of sight of the Statute of
Liberty or out of hearing of the Ri-
alto before the actors and actresses
are brought face to face with disrup
tion. The record of disaster thus
early begun will grow as the season
advances. The field of theatrical
enterprise is fascinating and for
that reason it is overworked beycnd
all reason. The public and the stage
would be very much better off for
the death of all these halting ven
tures that really have no rational
excuse for existence.
As interesting experiment in co
operative living is soon to be tried
at EvanstoB near Chicago. Twelve
heads of families will erect houses
for themselves around a central
court in which will be placed a com
mon building for kitchen laundry
etc. The general idea is not new
the French familistere furnishing
the original suggestion which in
many places has been carried out in
a manner similar to the Chicago
plan. The idea is wholy practi
cable and there does not seem to be
any good reason why hundreds of
such communities should not exist.
The No Name is a magazine of
bold and original ideas freely and
fearlessly expressed. It is often' se
vere sometimes satirical generally
sarcastic but never malicious malig-
nant or mischievous. It "shoots at
folly aa it flies' but never uses pois-
oned arrows. It makes' war against
dunces and rascals it strikes hard
but scorns to hit an unfair blow. It
never pelts its worst enemy with
mud.
The canvass of General Palmer in
Illinois has made the Republicans of
that State very uneasy as to the re
sult of the fall elections. That the
party is badly frightened is apparent
from an editorial in tho Chicago
Inter Ocean which states that there
is great danger of General Palmer
succeeding Senator Farwell and of
tho State being placed in the doubt-
ful column in the next presidential
ejection.
The Washington correspondent of
the Springfield Republican says that
Postmaster-General Wannamaker
has declined to make anv subscrip-
tion to the republican congressional
campaign fund this year. Why
should he? He bought a cabinet
office with the subscriptions of other
rich republicans two years ago and
now the party has nothing else to
sell him that he wants to buy in that
or in any other way. What else can
you expect of bargain-counter poli
tics.
tho American Banker. No State in
tho Union has displayed a financial
development so constant and of late
so rapid as the commonwealth to
which we refer. It was shown time
ago that for a given recent period
there were more National banks
founded in Texas than elsewhere
and the energy and enthusiasm
among the business men which had
made such a record possible does
not seem to be diminishing. There
are many small towns in tho State
which are ripe for the founding of
banking institutions where in fact
the call for the advantages which
such institutions offer is imperative
and where at the same time there is
a disposition to contribute largely
to the establishment of a sound
banking enterprise. One is struck
by the curious and not inexplicable
fact that the banks which are being
founded in Texas aie exclusively
based upon a charter from the Fed
eral Government. In other States
banking capital is nearly evenly di-
vided between State and National
banks while the State of Nebraska
with its many little communities
exhibits the opposite tendency viz.
to procure its banking charters from
the State rather than from the Gen
eral Government. Tho reason for
this interesting contrast is as clear
as it is instructive for Nebraska has
adopted an admirable law for the in-
corporation and regulation of banks
whereas Texas is wholly unprovided
with either an enabling or intelligent
regulative State banking law. The
absence of such a lav in the latter
State has compelled capitalists to
establish National banks. It might
be asserted that this would not pre-
vent the organization of private in
stitutions and it certainly does not
but the fact remains that capital
sensitive and easily discouraged
prefers the sanction of State or Na
tional authontiy before it1 can be
persuaded to come out of its secure
places. Does the absence of a law
for the incorporation of a bank act
as a detriment to the material wel-
fare of the State of Texas? It
would be difficult- to answer this
question with a satisfactory degree
of certainty if we should contem-
plate merely the statistical record
of her growth in trade and industry
for that has been advancing in al-
most geometrical progression. Look
rather for a solution of the question
to the increasing number of small
communities in that State which are
capable of supporting a bank of
moderate capital but which are de-
barred from that privilege because
the National banking svstem cannot
accommodate itself to their smaller
needs. Now a bank operating m a
growing town where industrial
power lies dormant but full of
promise should be able to loan co
piqusly subject to the dictates of
ordinary prudence in every direc-
tion. This the National banks can-
not do for they are enjoined at the
very outset from making loans on
real estate. It is this disability on
the part of this otherwise admirable
banking system which places it be-
yond .the reach of many vital busi-
ness centres in Texas to the detri
ment of a harmonious financial
growth. We should like to see this
question taken up by the Texas
bankers who are an intelligent and
far-seeing body of financiers.

The Mississippi convention pro-
posed to defranchise the man who
whipped his wife. This created a
kick. What was to be done with
the woman who whipped her hus-
band? A bright light suggested
give her a vote and then make the
punishment the same. And so it is
probable that the Mississippi women
will vote because some of them are
in the habit of whaling their liege
lord.
