notice that ths act authorizing

1883 as well as all others which
may have to be forfeited from

time to time will not take ef-
fect until ninety days after the
adjournment of the legislature.
This will give all parties who
desire to put their school land
sceonnti in good standing am-
ple time to pay up their inter-
est. I would urgently request
local or county papers to pub
lish this item as it is of great
importance and public interest
besides a patriotic service to
the state. For the next four
months all persons could be
fully advised through this pub
lie notice "and large expense
saved the state in postage. Be-
sides it will help many men to
prepare to have thBir land.

Be it enacted by iheLpgislataie
of the State of Texas;
Section l.fc That if upon the
first day of November of any
year any portion of the inter-
est due by any person to the
State of Texas for lands hereto
fore sold by the Slate of Tex-
ar whether said lands be a
part of the public domain or
shall have been "heretofore set
apart for the public schools
university or any of the other
vaiious 6tate institutions has
not been paid it shall be the
duty of the land commissioner
to indorse on the obligation
of said lands ''Bands forfeited"
and shall cause an entry to that
effect to be made on the ac-
count kept with such purchaser
and thereupon said land there-
by be forfeited to the state
without the necessity of re-
entry or judicial ascertainment
and shall revert to the partic
ular lund to wtnee it original
ly belonged and 'be resold
tinder the provisions of the ex
isting law or of any future law;
provided the purchaser of said
land shall have the right at any
time within six months after
such indorsement of "lands for-
feited" ttf institute a suit in the
district court of Travis county

And this act is intended to be
applicable to ail purchases here
tofore made under any or all of
the various acts of the legisla-
ture under which land may have
been sold by the state.
Sec 2. The fact that the an
thority of the land commission
er to make forfeitured of land
without judicial ascertainment
has been questioned and the
fact that there are now 'more
than ten thousand purchases
which can be forfeited under
the law for "non-payment of
payment of the interest dne
thereon and the further fact)
that it Is almost impossible and
certainly impracticable to in
stitute so many different suits
against so many different pnr
chasers creates an imperative
public necessity requiring the
suspension of the constitution
al rule providing that bills be
read on three several days and
the same is hereby suspended.

eye typical of the president's
own state the signification be
ing "Texas to Ohio." Beyond

Railroad Superintendent Saved
a Boy From Drowning.
Atlanta; Ga. March 31. A

states that a most daring fes-
cue of a drowning boyritness
ed there by a large and excit-
ed crowd of citizens. The

A. Russell of that place In a
row boat with a negro young "
Russell attempted to cross the .
overflow. When they reached
the stream the boat became un
manageable and capsized fri
the raging waters. The negro
was fortunate enough to grasp
the piling and was driven tip
to the track while Russell was
attempting to nold to the cap2
sized boat. The force of the '
current .soon dislodged him
but being a good swimmer he
managed to keep on top of the
water until he reached a pine
tree fifty yards below. This
tree being too large lor his
arms to go around it required
the strength of the drowning
man to hold on.
While the excited throng
was running up and down the
track vainly endeavoring to
respond to the frantic appeals-
of the boy whose strength was
fast failing Superintendent
Parker divested his outer gar
ments lashed a'rope to a cross
tie and dashed it from the tres
tie at a point wliere it would
float to the boy. As it struck
t'ie water he leaped into tl e
flood and with the tie reached
the boy just in time to rescue
him from his perilous position
Giving the rope a turn around
a tree both clung with all
strength to the tie now danc
ing up and down in the rusli
inor torrent.
Finding it impossible to hold
longer to the unsteapy timbef
it was loosed from the tree
and with it both shot down tve
stream at a fearful sfeed fol-
lowing the course of the cur-
rent. They were driven into'
the thick boughs of treesr from?
which they were saxelyrescuedj-
amid the-congratulations of the
grateful spectators.
