NOVEMBER 8, 1932.
Be it resolved by the Legislature of the
State* of Texas:
Section 1. That Section 1-a be add-
ed to Article VIII of the Constitution
of the State of Texas to read as fol-
lows :
Article VIII—Section 1-a : Three
Thousand Dollars ($3,000.00) of the
assessed, taxable value of all residence
homesteads as now defined by law shall
be exempt from all taxation for State
purposes; nothing herein shall apply
within those counties or other political
subdivisions now receiving any remis-
sion of State taxes, but upon the ex-
piration of such period of remission
this Section shall become applicable
within such counties and political sub-
divisions.
Sec. 2. The foregoing Constitutional
Amendment shall be submitted to a
vote of the qualified electors of this
State at an election to be held
throughout the State on the first Tues-
day after the first Monday in Novem-
ber, 1932.

Statet of Texas:
Section 1. That Section 55, Article
3, of the Constitution of the State of
Texas be amended so as to hereafter
read as follows:
"'Section 55. The Legislature shall
have no power to release or extinguish,
or to authorize the releasing or extin-
guishing, in whole or in part, the in-
debtedness, liability or obligation of
any corporation or individual, to this
State or to any county or defined sub-
division thereof, or other municipal cor-
poration therein, except delinquent
taxes which have been due for a period
of at least ten years.”
Sec. 2. The foregoing Constitutional
Amendment shall be submitted to the
electors of this State qualified to vote
on Constitutional Amendments at the
General Election,in 1932.

Section 1. That Section 13 of. Arti-
cle S of the Constitution of Texas be
amended so as to hereafter read as
follows:
“Sec. 13. Provision shall be made
by tlie first Legislature for the speedy
sale, without the necessity of a suit in
Court, of a sufficient portion of all
lands and other property for the taxes
due thereon,' and every year thereafter
for,the sale in like manner of all lands
and other' property upon which the
taxes have not been paid; and the deed
of conveyance to the purchaser for all
lands and other property thus sold
shall be held to vest a good and per-
fect title in the purchaser thereof, sub-
ject to be impeached only for actual
fraud; provided, that tlie former own-
er shall- within two years from date
of the filing for record of the Pur-

Be it resolved by the Legislature of the
State! of Texas:
Section 1. That Section 11, of Arti-
cle 7, of the Constitution of the State
of Texas, as amended by a vote of the
people by virtue of Senate Joins Reso-
lution No. 7, passed at the Regular
Session of the 41st Legislature, be, and
the same is hereby amended so as to
hereafter read as follows:
“Section 11. In order to enable the
Legislature to perform tlie' duties set
forth in the foregoing Section, it is
hereby declared all lands and other
property heretofore set apart and ap-
propriated for the establishment and
maintenance of tlie University of Tex-
as, together with all the proceeds of
sales of the same, heretofore made or
hereafter to be made, and all grants,
donations and appropriations that may
hereafter be made by the State of Tex-
as, or from any other source, except
donations limited to specific purposes,
shall constitute and become a Perma-
nent University Fund. And the same
as realized and received into the Treas-
ury of the State (together with such
sums belonging to the Fund, as may
now be in the Treasury), shall be in-
vested in bonds of the United States,
tlie State of Texas, or counties of said
State, or in School Bonds of munici-
palities, or in,bonds of any city of this
State, or in bonds issued under and
by virtue of the Federal Farm Loan
Act approved by the President of the
United States, July 17, 1916, and
amendments thereto; and the interest
accruing thereon shall be subject to
appropriation by the Legislature to ac-
complish the purpose declared in the
foregoing Section; provided that the
one-tenth of the alternate Sections of
the lands granted to railroads, reserv-
ed by the State, which, were set apart
and appropriated to the establishment
of the University of Texas, by an Act
of the Legislature of February 11,
1S5S, entitled, ‘An Act to establish the
University of Texas, shall not be in-
cluded in, or constitiite a part of, the
Permanent University Fund.”
Sec. 2. Said proposed amendment
shall be voted on by the electors of
this State qualified to vote on Consti-
tutional amendments at an electidn to
be held throughout the State on the
first Tuesday after the first Monday
in November, 1932.

Section 1. That the Constitution of
the State of Texas, Article 16, be
amended by adding thereto another
Section, Section 60, which shall ■ read
as follows:
“Section 60. That the Constitution
of the State of Texas be so amended
as to authorize a Texas. Centennial,
commemorating the heroic period of
early Texas history, and celebrating a
century of our independence and prog-
ress, to be held at such times, places
and in such manner as may be desig-
nated by the Legislature of Texas.
That the Legislature of Texas be au-
thorized to make appropriation for the
support and maintenance thereof; pro-
vided, that this authorization shall not
be construed to make appropriations
for any other future,exposition or cele-
bration of any kind or character.”
Sec. 2. The foregoing Constitutional
Amendment shall be submitted to a
vote of the qualified electors of this
State at the next general election to
be held on the Tuesday after the first
Monday in November, A. D. 1932.
