SBA Regulations
Are Published
Washington, D C. - Rep. Kika de
la Garza said the Small Business
Administration published
regulations today in the Federal
Register governing loans for the
currency devaluation and the P1K-
SBA disaster assistance programs.
The regulations notify that the
effective date of their issuance is
two weeks after the publication date.
The regulations, therefore, take
effect on January 7th.
SBA officials have prepared
guidelines for the Governors of the
affected states to identify what the
Governor must do in order to receive
designation for the state.
Rep. de la Garza said that a copy
of the proposed regulations will be

Rep. de la Garza also announced
he was sending copies of the
regulations to all in his
correspondence file on the two
subjects.
The regulations currently being
published are the final guidelines for
the program Legislation passed in
the closing days of the 98th Congress
eliminated a twenty-five business
minimum per county requirement
for both currency devaluation and
PIK disaster assistance programs.
It was for this reason Rep. de la
Garza said that new regulations had
to be issued.
"We’ve waited a long time —
particularly long for the peso
devaluation program." de la Garza
said, "so in some respects this is a
good Christmas present. It was my
pleasure to work diligently on both
of these programs to insure a con-
tinuance of the economy in the af-
fected areas.”

University awarded 269 degrees at
its 60th Session Winter Com-
mencement Friday, Dec. 21. The
colorful ceremonies, witnessed by a
throng of friends and relatives,
marked the official end of the fall
semester.
President Bill J. Franklin who
leaves Texas A&I at the end of the
year to assume the presidency of
Lamar University in Beaumont,
conferred one doctorate, 77 master's
and 191 bachelor's including three
Bachelor of Applied Arts and
Sciences (BAAS) degrees.
Receiving his Bachelor of Science
degree was Jorge Luis Garcia of
