The Bridge City Merchants As-
sociation will hold their regular
monthly meeting Tuesday, August
18 at noon at Linder’s Bar-b-que
and Seafood. All local merchants
are invited to attend the dutch treat
lunch meeting.
The Association and Chamber of
Commerce are in the process of
selling large, uniform address pla-
ques to local merchants and red
Christmas lights. Chamber offi-
cials began making door to door
contact last week informing mer-
chants of the project. They will

PTA’s will hold an executive board
meeting on August 26 at 9:00 a.m.
at the IHS Building of the 9th &
Elm Church of Christ. This meet-
ing is for all Orange County Coun-
cil superintendents or their repre-
sentatives.
The first general meeting of the
92-93 school year will be Septem-
ber 23 at 9:00 a.m. at the IHS Build-
ing. There will be introductions of
the Orange County principals and
superintendents as well as the of-
ficers of the local units at the begin-
ning of this meeting. All are wel-
come to attend and meet the offi-
cials of your school and the other
schools in Orange County.

surface water percolates down into
the ground and enters directly into
the pipe joints found throughout
the gathering system. This has the
effect of drastically increasing the
volumes of liquids that are received
at the treating plant during the
rainy period.
The existing sewer treatment plant
is currently permitted to handle
and treat atotal of 1.1 million gal-
lons of raw sewage per day, this
includes any rainwater that may get
into the system. Currently the sys-
tem operates at between 85-95 per-
cent of the permitted 1.1 million
gallons per day during a period of
no rain water infiltration. During
heavy rains, the incoming volumes
far exceed the permitted volumes.
Current Texas Water Commission
regulations requires that when the
average daily flow reaches 70% of
the Design Flow Capacity a
municipality shall begin planning to
increase treatment capacity. Once
the average daily flow reaches 90%
a municipality is required to have
an expansion project under con-
struction. Bridge City is currently
at the 90% level of the permitted
Design Flow rate of 1.1 million gal-
lons per day. In addition, the city
has applied for a renewal of its per-
mit to continue waste water opera-
tions which is required roughly
every five years. It is anticipated
that to meet recently inacted
federal and state regulations, the
current approved volume of 1.1 mg
per day for the existing treatment
plant will be significantly reduced.
To try to get a handle on the situa-
tion, the city solicitatcd proposals
from interested engineering firms
to present their qualifications. The
submitting firms were evaluated
and KSA Engineers of Lufkin were
selected to work with the city staff
The developing master plan would
ultimately require a construction
cost of approximately $123 million
dollars in 1992 to install. Near term
estimated construction cost of $6
million will be required to con-_
struct a new sewer treatment plant
with its related wet wells, force
mains, effluent outfall system for
discharge into Cow Bayou, and
some referbishment of the existing
treatment plant. Municipalities
throughout the country are having
to face the harsh reality that if the
new criterias established by the
governing authorities are not met,
serious monetary fines can be im-
posed on local cities. Therefore
cities are looking to new and in-
novative ways of financing refer-
bishment and new construction
costs, so to has the City of Bridge
City.The mayor has appointed a
group of citizens to undertake a
review of the current situation and
make informed reccomendations
on how to rectify the current
problems including methods of
financing the required modifica-
tion. This committee which consists
of Chairman: John DuBose, Don
Hightower, Charles Waldren, Fred
Gregory, Ed Hutchins, Robert
Bucklin, William Smith, Gisla-
Houseman, and Howard Matthews
have just been appointed and have
not made any reccommendations
as of today.
Congratulations to these four
Bridge City students who each
received a $500 scholarship from
the Bridge City Youth Basketball
Association. The students are:
Marley Aarons - Marley is the
daughter of Mr. & Mrs. James &
Debbie Aarons. She plans to at-
tend Texas A & M University and
mahor in Kinesiology. Her grade
average is A + (95) and GPA 436.
Billy Melancon - Billy is the son
of Joe & May Vann. He plans to
attend Louisiana College or Mary
Hardin-Baylor University. His
grade average is A- and GPA 3.55.
Andrea George - Andrea is the
daughter of Michele George. She
plants to attend Lamar University.
Her grade average is B + and GPA
3.26.
Shelly Lumpkin - Shelly is the
daughter of John & Mary Lou
Lumpkin. She plans to attend
Texas A & M. Her grade average
is A + and GPA 433.
The Scholars are generated from
the proceeds of the B.C.Y.B.A.
candy sales, and are made possible
by the hard work of the kids and the
generous support given by the com-
munity.

Scholarships

students
Texas Congressman Charles Wil-
son, D-Lufkin, will deliver the com-
mencement address. Wilson will
also present a U.S. Flag, once flown
at the Capitol, to the university.

East Texas Republicans have
jumped off the bandwagon of tradi-
tional party
politics by electing as their
delegates and alternates, six con-
servative men and women who have
served at a Republican National
Convention.
Donna Peterson was elected by u-
nanimous acclamation, June 20,
1992 in Dallas at the Republican
National Convention, in Houston,
August 17th through 20th. Peter-
son, a resident of Orange, Tx., is the
first woman from Southest Texas to
graduate from the United States
Military Academy at West Point.

Association Hold Monthly Meeting
The Bridge City Jr/Sr PTSA was
proud to be able to award $500.00
scholarships to the 91-92 graduat-
ing senior class. The recipients of
the scholarships were Andrea
George and Michael J.
Lapeyrolerie.
The PTSA held a Santa's store
and book fair at the Junior High
and sold the Golden Triangle
Savers Cards to be able to award
the scholarships. The support of
the citizens of Bridge City and
Orange is greatly appreciated.
Bridge City Finalist In State Competetlon
The students pictured were honored by the Bridge City Board of Trus-
tees at their regular meeting on July 20, 1992. Board President William
Van and Superintendent Harold Ramm presented each student with a
certificate of achievement. Those honored were the players and
coaches of the Bridge City High School baseball team which were
finalist In state competition; the powerlifters who attended state com-
petition and their coach, Richard Bethea; recent graduate David Thack-
er, who had perfect attendance for twelve years of school; Bridge City
High School student Alison Tarter, who won the Dishman Gallery Art
Contest; and Alison's art teacher Mrs. Debbie Gregg

Mr. L.L. (Les) Anderson, Jr., P.E.
with the City of Bridge City spoke
at the weekly luncheon meeting of
the Bridge City Rotary Club (held
each Thursday at Family Seafood).
Mr. Anderson spoke on one of the
many functions that municipal
governments are required to deal
with on a daily basis. Most citizens
take for granted their waste water
collection systems and related
down stream treating facilities.
The old addage of "out of site-out
of mind* usually characterizes their
out look. The only time thoughts
are focused on this subject is when
the monthly bill arrives, and only
then because of the dollar amount
shown and not what it truly repre-
sents.
Mr. Anderson presented to the
Rotary Club the current situation
the City of Bridge City finds itself
in today which is common to most
municipality throughout the
country. The original systems that
were installed years ago, which
were adequate at the time of instal-
lation, now have two basic
problems. When these two
problems are combined they be-
come a nightmare to manage in
light of current federal and state
regulations governing waste water
operations.
Bridge City has approximately 45
miles of mostly concrete pipe
gathering system in place today,
most of which is 25 to 30 years old.
During the time since its installa-
tion, Hydrogen Sulfide (H2S)
generated within the lines, has
Aeterioted the pipes to a point to
inhere numerous collapses of the
pipes have occured recently. In ad-
dition, the joints where the pipes
are connected have been damaged
to the point where during periods
of heavy rains, large quanities of-

Forty-one students will be
graduating from Lamar University-
Orange on Friday, August 14,1992.
The commencement ceremonies
begin at 7:00 p.m. in the Student
Center gymnasium located on
Green Avenue.
There will be a public hearing scheduled for August 25th at 6:00 p.m.
at Bridge City City Hall to discuss and consider public comment on:
proposed unified development code, proposed zoning map.
