for two years. As I said before,
upon the supposition that there
be an average attendance of
5000 students at Austin and the
Agricultural college, at this ratio
of appropriation, a four years
course for each young man or
woman will cost the tax payers
of Texas $700. I hope that no
one will believe that I am opposed
to higher education for it has no
stronger advocate than myself,
though I believe that our institu-
tions of learning should be con-
ducted along lines of economy
and upon business principles, and
that the State University should
be eliminated from politics.
The lamented Judge Davis
(peace be to his ashes) said to
me ten years ago, that the State
University would eventually be-
come the greatest political ma-
chine in the state. I now see
how truly his prophecies are veri-
fied. '

last The Champion printed an ar-
ticle written by Capt. E. S. Hicks
of Tenaha, relative to the issues
in the Legislative possibili:ies.
It was stated that a subsequent
article would appear, and which
is as follows’)
In a preceding article I men-
tioned that there were set aside
50 leagues or 221,400 acres of the
public domain of Texas as a per-
manent University fund; this
was set apart Feb. 11, 1858. The
constitution of the state in 1876
approppiated one million acres
more. Again on April 10, 1883,
the Legislature appropriated an-
other million acres to be used as a
permanent University fund, mak-
ing a grand total of two million,
two hundred twenty-one thous-
and, four hundred acres of land
as an endowment for the State
University. These lands and the
funds arising from the sale or
lease of these lands are managed
by a board of regents whose duty
it is to make annual reports to
the board of education and to the
legislature at its regular bienniel
sessions of all receipts and dis-
bursements; number of profes-
sors and salaries paid, number of
students enrolled, etc. This puts
rather let it pass or accept an un-
satisfactory compromise than go
into court. With our courts of
appeal rendering conflicting opin-
ions.no man knows where for representative at sometime
I before the legislature [ convenes
in January, call upon representa-
tive citizens from all parts of the
county to meet him in Center,
there to discuss and adopt the
most feasible plans and frame a
bill; have it drawn, carry it with
him to Austin and effect its pas-
sage. By this means, I believe
that Shelby county would have
an effectual and practical road
law. There are many other
things that I might suggest but
would make this article too
