Valley Telephone has entered
into an agreement with the Center
for Entrepreneurship and Economic
Development (CEED), located at
University ofTexas-Pan American,
to do a year-long community needs
and assessment study on 13 com-
munities in or near its service area,
including the city of Dilley
CEED was established by the
Jessica Trevino; Flute Solo-Marisa
Nieto; Tenor Sax- Solo-John
Pendleton; Saxophone Quartct-
Leroy Esperanza, Ruben Lopez,
John Pendleton and Tanya Tellez,
Clarinet Solo-Dicgo Cantu.
The members of Mariachi De
Oro received great reviews. After
their performance before the judge,
they played several more songs in
the holding area The other schools
President Erica Martinez said
"This is an excellent way for our
younger members-our greenhands-
to find out about the FFA. It gives
them the opportunity to see the FFA
in action."

education. More than 7,(XX) men
and women serve their community
by being elected to the boards of
nearly 1,050 Texas school districts.
DILLEY — Two FFA members
from Dilley will join other 4-H and
FFA members from throughout
Texas for showing competition at
the upcoming Houston Livestock
Show, Feb 19 through March 6 at
the Astrohall.
These FFA and 4-H exhibitors
compete in one of two divisions of
the Houston Livestock Show-thc
junior show division. The other
division, the open show, attracts its

and industry in South Texas.
Roland Arriola, director of
CEED, reported that CEED is well-
suited for a community needs and
assessment study of this magnitude
in South Texas. "Valley Telephone
has shown real interest in the devel-
opment of its service area but lacks
the professional economic devel-
opment staff necessary for plan-
ning, management and research.
CEED now has a professional staff
of 50 employees capable of doing
this type of work," Arriola said
Dilley has been included in the
economic study even though the
city is not served by Valley Tele-
phone Daryl Lassig, chairman of
Valley Telephone's Rural Develop-
ment and Fred Harns, director and
vice-president of the Valley Board,
together mentioned that "Dilley is
home to Valley Telephone's north-
ern headquarters and senes as the
community of interest for hundreds
of our subscribers The future of
Dilley impacts the future of Valley
Telephone."
Robert Leo, president of Valley
Telephone, commented that, "rural
development is a difficult problem
w ith no easy solutions," emphasiz-
ing that this agreement is for a
preliminary study of general nature
and docs not involve a specific de-
velopment project "We hope that
this study w ill show w here opportu-
nity exists Valley Telephone is
about to complete a five-year, $20
million fiber-optic and digital
switching upgrade. Perhaps this
telecommunications infrastructure
in conjunction with NAFTA will
bring about economic development
opportunities in our service area,"
Leo said
George Bcnnack, interim gen-
eral manager of Valley Telephone,
is enthusiastic about the agreement
to do the study. "While this study
provides no funding for rural devel-
opment, the Cooperative's admin-
istration is hopeful that some possi-
bilities for rural economic develop-
ment in and around our service area
w ill surface in this year-long study

cause they understand that the suc-
cess of this Cooperative is directly
linked to the success of our mem-
bership and our service area,"
