The swirling, silt-brown crests of Appalachian flood waters rolled
downstream today, threatening more damage after killing at least 26
people, sweeping away houses, cars and barges, isolating towns and
forcing thousands of evacuations.
Officials throughout the mid-Atlantic states already had counted
hundreds of millions of dollars in damage from several days of flooding.
“We’re talking millions and millions, just untold millions, if the
reports we’re receiving are correct,” said John Price, an aide to Gov.
Arch Moore of West Virginia, where federal disaster relief is being
sought for 22 counties.
“It’s certainly, in terms of the widespread nature, got to rank as the
worst flooding disaster West Virginia has ever had,” Price said.
Flooding, triggered by a low-pressure system that deluged the region
for three days before sliding out to sea, was reported in more than half
the state.
Moore said he was mobilizing National Guard units throughout the
affected areas. The towns of Weston, Marlinton, Parsons and Peter-
sburg all were cut off at various times Tuesday, and telephone com-
munications with many towns were still out today. ”
There were seven storm-related deaths in West Virginia, and Price
said looting had been reported in some areas. “It’s a problem in these
isolated pockets,” he said. “We can’t move law enforcement people in.”
In Virginia, where at least 19 people were killed by floods and as many
as 800 roads were blocked by high water or mudslides, Gov. Charles S.
Robb declared a state of emergency.
The flooding affected Virginia’s statewide elections Tuesday, inun-
dating two precinct polls and forcing evacuation of 21 others.
Officials in Roanoke, Va., where the Roanoke River crested 13 feet
above flood stage, estimated that damage in their city would amount to
at least $125 million, while preliminary figures for the region topped $250
million.
But rising waters elsewhere threatened floods along the James and
Appomattox rivers. In Richmond, Va., the James was expected to crest
Thursday afternoon at 19 feet above flood stage, raising the possibility
that Interstate 95, a major north-south East Coast thoroughfare, might
have to be closed.
Six one-ton canisters of poisonous chlorine gas washed into the James
from a plant near Lynchburg, Va., when it crested 17 feet above flood
stage, but city Fire Chief William A. Anderson said he was more con-
cerned about several propane gas tanks seen floating in the river.
“With the rate of the river, they would be like torpedoes if they hit
some of these pilings,” the fire chief said.
A telephone company employee, Mike Lester of Roanoke, was rescued
by scuba divers after struggling for Zl hours in the flooded basement of
the science building at Hollins College. Lester survived when the water
crested one foot below the ceiling, leaving him air.
In Pennsylvania, Gov. Dick Thornburgh released $1 million in
emergency funds, called out 600 National Guard troops to sandbag
stricken communities and declared state disaster areas in the counties
of Allegheny, Fayette, Greene, Washington and Somerset — where an
estimated 3,000 people were in shelters.
Pittsburgh police closed heavily traveled bridges and snarled evening
rush-hour traffic after a fleet of 40 to 60 coal barges slipped their
moorings upsteam on the Monongahela and crashed into pilings,
crushed pleasure craft and plunged over a Corps of Engineers dam.
