ultimate need to go into centralized sewage
systems. This is another sound reason for tak-
ing another good look at the present program.
Finally, we would call attention to the fact
that the present plan is law - that the folks
in charge of it are only carrying out the law.
Therefore, just being against it and not ap-
plying for inspection is no solution. Unless
proper remedy is obtained through the courts,
each person violating the law should also ex-
pect to have to go to court and defend him-
self. A united action by taxpayers, those in-

We have listened carefully to all of the ob-
servations, pro and con, relative to the cur-
rent program of septic tank licensing as in-
volves application and inspection fees. It
appears to us that the argument for a review
of the costs and procedure has merit and that
it should be duly and legally reviewed
While we find no evidence of justification for
challenging the objective of protecting the
purity of our lakes, at any necessary cost,we
doubt that the extreme emergency procedure
in effect and the costs involved are sound
and necessary.
It is our considered opinion that immediate
determination of the current sources of pol-
lution be acted upon, without delay as phase
one. That is, the strict policing of house
boats and other craft which are a direct
source of pollution, lacking the proper and
legal toilet facilities. Next, the obviously
faulty and obsolete septic tank facilities
below the 691 foot level around Lake Travis.
Finally, a survey of the facilities above and
beyond the 691 foot level with proper deter-
mination of those in areas where geological
formations will not afford safe and proper
drainoff. This step-by-step procedure should
provide means for a much more economical
solution. On the present basis, all users of
septic tanks within the area wo thousand
(2,000) feet back from the 691 level line are
obliged to submit themselves to iling and
inspection fees totaling a minimum of $65.00
— Why ?
We seriously doubt that a general assessment
of ALL users of septic tanks is truly needed
to primarily make an inventory of those in
existence. It has been granted by those who
will administer this new regulation, that a
vast majority of the septic tanks now being
used will be approved - for at least the next
five (5) years. If this is true, then why
waste all the time and money involved in
"scattershot" procedures which will only
serve to delay the action needed - "NOW
against obvious sources of pollution.
City-County and State files plus electric and
water customer records should provide a re-
liable inventory of all septic tanks. This
would place the burden on those using do-it-
yourself, unlicensed and improper facilities
to make necessary corrections. Laws have
been on the boons for years to provide for
this even though they may have been lax in
enforcing them.
Clearing up the most obvious sources of cur-
rent pollution looks to us to be the first order
of business. Strict regulation of future in-
stallations next and correction of secondary
sources following. A reasonable procedure of
this type will most certainly gain the under-
standing and acceptance so essential to insure
the objectives, Sound minded citizenswill
readily approve and cooperate.
It is our understanding that legal steps will be
taken, without telay, to obtain a stay of the
present rules, regulations and charges through
proper injunctive proceedings. We endorse
this procedure strictly as a means to provide
some sober reflections with respect to the car-
rying out of the sound objectives of this pro-
gram. Also, as a means of reviewing the
costs.
It is generally agreed that the present pro-
gram will ip.pg.sense guarantee a solvfipp......
informed and unqualified crusaders. Over-
zealously they are imposing upon the current
popular interest in, and concern over, our
ecology. An obviously constructive first step
might better have been the ruling out of sep-
tic tanks for ground areas of less than a half
acre. The overburdening of the area sur-
rounding the lakes with septic tanks serving
lots of one-fourth or one-fifth of an acre
constitute a real threat to our ecology in the
future. Serious consideration of the whole
problem leads us back to the growing and
obvious need for sewage systems based on new
ideas. The purity of our lakes will not suffer
by reasonable delay while we earnestly search
for better answers. This need not delay full
scale attack on the sources of pollution
known and those which can be determined
without resorting to a "scattershot" inventory
and inspection of septic tanks, most of which
are sound and functioning properly without
any threat to our water supply.
We therefore urge our readers to respect and
obey the lew and, if you feel like many
others do about this matter, join them in tak-
ing the proper legal steps to correct the sit-
uation.
In the face of these seemingly negative re-
actions, attention is called to the fact that
the Texas Water Quality Board and their
agents in this matter, LCRA, have been most
courteous and considerate through their rep-
resentatives, Hugh Yantis and John Babcock,
in presenting the facts about their task. It
must be recognized that they are simply
carrying out their duty of implementing c law
They did not initiate the low or pass it.
