Failure to alter the course, or proce-
dure, of the septic tank inspection
and licensing program obviously has its
causes - as well as discouraging re-
sults, thus far. It becomes increas-
ingly apparent that the boondoggle of
surface inspections at an exhorbitant
cost to property owners and producing
no apparent solution or correction of
polution of the lakes extends beyond
the bureaucratic dictates of the Water
Quality Board and their agents, Lower
Colorado River Authority.

"out” of the controversy.
We learn, through reliable sources, that
these aoS® men have discouraged, in
every covert manner, all efforts tc have
HBVFD Wednesday night session this past the in®pection and licensing taken over
week. They were treated to a ’’trial “*• CwSty USdfl their supervision -
run" to the Travis Landing area where and responsibility. They support the
newly installed fire plugs were pointed handling by LCRA because it keeps them
out and tested. When we get forty to
fifty folks showing up for these ses-
sions we will be moving toward TOTAL
protection by qualified experts.
Carl B. Morris Family have purchased the S.
C. McIntosh place off Hudson Bend Road. Mr.
Mac has moved into C. D. Sikes place while
he Is building a new place.
Youngsters on motor driven bikes - here
is another problem reflecting ingnor-
ance of the law or plain disregard.
Fact is - any person driving a motor
driven vehicle on a public road MUST
have a license to do so. Licenses are
issued to persons 18 or more years old
for all types, limited or restricted
licenses are issued to persons over 15
years of age, (q> to 18) for vehicles
of not more than lOOcc rating. We
would remind our readers that a child
violating this law reflects either the
permissive attitude or indifference of
the parents. Authority for this infor-
mation is the Texas Department of Public
Safety.
Amold C. Kellersberger 89, a renowned
citizen of this area and a professional
engineer, passed away this past week
and was laid to rest in the Cypress
Hills Cemetary one of his ancestors
contributed in Johnsen City many years
ago. His widow, Alma, was his bride
for 62 years and they have made their
home in the Lago Vista area for several
years. Also surviving are two sons
Laurence of Seabrook and Donald of
Takoma, Wash, three daughters, Ardone
Workman of Austin, Leanore Anketell of
Seatie, Wash, and Edona Kilgore of
Houston.
Roaming, unlicensed and possibly rabies
infected dogs are again causing concern
among lake residents. Dog lovers, in-
cluding myself, wonder, at times, why
some owners show such total disregard
of others and lack of responsibility.
Dogs reflect their owners in their hab-
its just as children reflect their par-
ents. Too bad the indifference of the
few should result in the negative
thoughts of so many.
PROGRESS - Fifteen persons showed up
forj'fire training*’ sessions at the
Chief of the HBVFD flies to fires these These men have led many to believe that
Jerry and they are in total sympathy with their
views on the septic tank matter, the
, the char-
ges involved and the total by-passing
of the handling by Travis County rather
than by LCRA.

While many hundreds of property owners
have clearly indicated their total op-
position to the present implementation
and cost of this swindle perpetrated
upon us in the guise of being "neces-
sary to protect the quality of our
water" the governmental agency primar-
ily responsible for this task indulges
J in double-talk. They are motivated by
convenience to themselves and the pro-
» tection of "their" hierarchy as they
avoid becoming involved in a problem
that is their duty and purpose for ex-
isting, thus avoiding involvement in a
"hot" issue.
