abolishing the existing agency. Grade school chil-
dren would know better.
We would remind our readers, once again, that
just fifteen years ago the state of Texas listed one
agency to deal with water problems. In the current
telephone book we find three agencies listed with
EIGHTY (80) telephones scattered over a great many
addresses.
Obviously there is a gross duplication of effort and
concern, not only among these agencies listed, but
between them and other existing branches of govern-
ment.
For example, while the Water Quality Board ob-
noxiously offends taxpayers with its ill-conceived im-
plementation of their self-created orders involving
septic tank inspections, the state Health Department,
where the responsibility was originally and should be
now, is over-ridden or bypassed. Topping this off,
LCRA was created as one of a doaen " authorities"
created and operating over the state to deal with
segments of water problems.
When will people, meaning YOU, become suffic-
iently concerned to ask for, yes, demand, that in-
telligent business-like common sense be expected of
our state and federal government in the imposition,
collection and spending of the tax money we, as
individuals, provide?
YOU can make a significant contribution toward
realizing this goal by deciding -- NOW -- that you
need to become concerned and involved. You can
make a good start in this direction by joining and
supporting the Lake Travis Improvement Association
and telling them you care.

We have evidence on every side of us that a maj-
ority of people lack concern and a willingness to be-
come involved in public art airs.
We also have evidence of a growing number of in-
dividuals willing to assume a share of responsibility.
The list of members of the Lake Travis Improvement
Association grows each day, passing the 300 mark
recently. This would indicate that more and more
people are recognizing the irgent need for a "people's
lobby" that can collectively accomplish the things
that individuals cannot or will not attempt.
Anyone unaware of the constant encroachment of
government on the rights and privileges of individuals
is guilty of not reading the news or --unwillingness to
be concerned or involved. That is, until it strikes
directly at their person, their family or their purse.
This is not the view of an alarmist, it is the thorough.
1} studied and considered view of many thinking peo-
ple concerned about their future and the future of
their children and grandchildren.
Bills intriduced in the (resent sessions of both the
congress and the state legislature are startling exam-
ples of the efforts of bureaucratic politicians and op-
portunists to impose upon the individual taxpayers,
regardless of the cost to them or sacrifice involved.
Obviously they personally profit out of proportion to
their individual sacrifice or cost or they would not be
party to such stupid, non-essential laws and regulat-
ions as they propose.
If a division of government fails to function proper-
ly, they create another and superimpose it upon the

a way to lock it up.
"The motor was dismantled, as if someone
were working on it," he explained. There were
also some records and pocket magazines on board
But what concerned Seacrest and Harrington
was the poor condition of the boat -- and a hole in
the roof with a stepladder placed through the hole.
They saw this as a dangerous place for chil-
dren to play.
"There was no way to lock it," Harrington
added.
Seacrest had previously called all the boat
docks on the lake to try to establish where the
houseboat came from. He also called the sheriff's
department, although they didn't seem terribly
concerned about the situation.

executive seminars on syndication at the Lakeway
Inn May 7-U and May 17-18, according to Bill Kitts
president of the Williamson County Board of Real-
tors,
