The first suit alleges that "in order to induce plain-
tiffs to vote for the bonds in the March 31 election,
defendants made public and publicized their unani -
mo us selection of the Nelson site for the proposed
new elementary school.
The suit further alleges that "at the time of
making said representation, defendants knew that
plaintiffs would not vote for said bonds if they knew
such Nelson Site was not to be the location for the
new school as past bond elections had failed because
taxpayers within the Leander Independent School
District refused to appropriate bonds for the location
of a new school at the Shenandoah site.

During the March 31 bond election, voters also
were given the opportunity to select their preference
in a "site referendum" between the Cedar Park lo-
cation and the Shenandoah location.
The attorney for the contestees in both suits is
Frank Bolton of Cedar Park.
The board on March 12 voted to rescind its ear -
lier decision locating the new elementary school in
Cedar Park, and then voted to locate the building
in the Shenandoah subdivision.

The first suit, which charges irregularities in a
recent $1,150,000 bond issue election, asks the court
to prohibit the board from issuing any bonds based up
on the election March 3L Plaintiffs in the case are
Mrs. R. V. Miller, Mrs. A. P. Dooley, Dr Ruth
Poole, and Kay Bauer.
The second suit filed also in 126th District
Court in Travis County by Robert Niven and Geneva
Keith alleges that the board abused its power and
discretion by changing the site of a new elementary
school from a Cedar Park location to a site in the
Shenandoah subdivision... and that the board misled
and misrepresented the location to the voters.
The Leander School board of trustees was slated
to meet at 7:30 p m. Thiawday(May 3) during a
special called meeting to select an attorney to rep-
resent the school district against two lawsuits filed
last week in District Coirt 126, Travis County.

Persons interested in enrolling for the annual Am-
erican Red Cross National Aquatic First Aid and
Small Craft Schools can now obtain an application
from die Austin Red Crow office, 1225 Red River.
Applications can be submitted from now until 30
days prior to the desired school date.
The schools train enrolees as instructors in water
safety, first aid and small craft safety.
Eligible to enroll are men and women 17 years of
age and over who are certified by physicians to be in
sound physical condition.
A senior life saving certificate or better than
average swimming ability is required of persons
planning to become water safety instructors.
Swimming ability is not a requisite for first aid
instructor trainees. Students in small craft schools
must be able to sustain themselves in deep water for
10 minutes, wearing dices and clothing suitable for
boating activities; to submerge to a depth of at least
six feet and swim at least ten feet underwater; and
to tow a victim 15 feet, using an elemental^ method
such as towing by the collar.
A fee of $80 coven board, lodging, instrance,
costs of textbooks, teaching ma ter i all, equipment
and insignia earned.

The suit regarding election irregularities states 1
that the resolution ordering the election to be held
March 31 was passed at an improperly called and
held meeting of the board, and that ballots used in y
the election were deceptive and unauthorized by the
board of trustees. A
The four plaintiffs charge that the ballots were '
illegal and void since (L ) the proposition was 1
"worded in such a confusing, vague... combination T
of word groupings that the true purpose of said bonds 1
was hidden from the voters, and (2.) the site refer- y
endum "misrepresented to the voters the true facts " I
The four also allege that the election was illeg- T
al because the board did not authorise the site refer - 1
endum vote, thereby violating the Texas Education
Code, which requires all propositions to be submitted
and voted on to be authorised by resolution of the en
tire board, rather than to be submitted by a sole in-
dividual as they say was done in this election.
Other allegations of the suit filed by the four
women are: (L ) a person disqualified by law was
appointed and served as an election official, (2.)
that a person not qualified by law had access to and
interfered and tampered with the ballots (3 ) that the
site referendum ballot was denied to "a voter or
voters attempting to vote in laid election, " (4. ) that
the board or its agents advertised and electioneered
by mailing unauthorized and deceptive campaign lit-
erature prior to the election (5.) and that the board
did not authorize its distribution to the voters.
