Food Pantry Donation from Florida
Bill Tillett, of Florida, a subscriber to The Whitewright Sun, read an
article recently in the paper about the food pantry needing a fridge. He then
that attorney fees have increased to $30k which were previously $10k.
Regarding the SNAP Center, Randy Glover asked if the city was under an
agreement and was obligated to pay for electricity, gas, and maintenance for
the SNAP center. Ultimately, the meeting was adjourned, and the remaining
budget workshop portion of the meeting was rescheduled to Tuesday,
September 17th. The final meeting to approve the budget and ratify the tax
rate will be held on Thursday, September 19th at 6:30pm.

Jason Summers then got louder than Magers and said it did not need to be
changed. The mayor called for order, took the floor, and closed the hearing.
Moving into the regular portion of the meeting during citizens
comments, Mark Johnson, the Fannin County Sheriff, spoke at length to the
council on the topic of the Police Department. He gave many praises to
Officer Scott and Chief Webber for their assistance to his department and
gave several examples. He encouraged the council to see the value in
employees that stay with the department and community and offered his
experience and assistance to the mayor and council. Other citizens who spoke
were John Simon in regards to the budget posted on the website lacking a
clear comparison to last year’s budget and actual expenditures and how it
would be difficult for a resident to understand what is proposed. Alicia
Turner also spoke to the council regarding the topic of transparency and lack
of information being available to the public and easily accessible for what

Tax Rate & Budget Hearings Summary
The original date of the meeting for the Tax Rate Hearing and second
Budget Hearing was scheduled for September 12th according to a notice
published in The Herald Democrat. However, due to city hall failing to post
the agenda in accordance with the law, the meeting for the 12th was
rescheduled for the 13th. The City of Whitewright City Council held the
called meeting on September 13, 2019 at 6:30pm. Randy Glover attended via
video conference again. All other members of the council were present.
A public hearing for the proposed budget was held first. A gentleman
by the name of Mark Steinbacher came up to the table before the meeting to
deliver a drink to the mayor. Steinbacher was the only person who spoke
during citizens’ comments on the budget and stated he thought the tax
increase was reasonable and fair. He also spoke regarding the purchase of a
ladder truck that was discussed at an earlier meeting. He felt it would be a
good investment for now and for future growth. He added it would be good
in case Sherman or other cities needed assistance from us. Interestingly, Mr.
Steinbacher purchased a house outside the city limits from Randy Glover
earlier this year.
Next on the agenda was the second public hearing for the tax rate. No
citizens spoke during citizen comments. Traci Barr asked during council
comments if the $54k from the tax increase could be allocated to streets. The
mayor and Gwyn Jordan explained it was for personnel, maintenance and
operations. The mayor continued on to explain he was working with the
county to get the roads repaired. Councilman Bodine chimed in that “if we
wait for the county on anything, it will be sometime after Jesus returns.” Rick
Magers also asked if it could be allocated to the street account. Jordan stated
there was $45k for the streets repairs in the proposed budget. Upon review
The Sun found the posted proposed budget reflects only $ 15k for street repair.
Jordan also said it was more that last year’s budget, yet The Sun found the
city’s website states that last year’s budget was $60k for street maintenance.
