held their regular weekly meeting at
the home at 10 o’clock this morning. ,
In addition to the routine business
transacted the board discussed at some
length plans for tag day. Tag day
comes on April 4. and it is the inten-
tion to make the event one of the best
City Securities Declared to Be in Per- I

That, every feature of Galveston’s (
bond issue for approximately $900,000
worth of municipal betterments has
been investigated and approved by a
legal firm of bond experts is the state-
ment made by the city attorney, who
after carefully preparing the bonds and
all pertaining to them, submitted them
to the firm of Lillon, Thompson and
Clay of New York, for their approval.
A letter has just been received from
these experts which says that not a
single flaw has been found by the
firm. ,
To make the matter absolutely safe,
the firm suggested-several things in the
regard to sale of bonds and the print-
ing of them. When these are done the
final stamp of approval will be-placed
upon the entire issue and this is ex-
pected to enchance the value of the is-
sue.
The approval of this issue is believed
to be’ the first under the newly enacted
home rule bill and City Attorney Roys-
ton and Assistant City Attorney Loven-
berg are elated over the fact that in
all the minute details concerning the
issuing of the bonds from tile ordering
of the election to the present date not
a single break has been made.
The six propositions upon which the
people voted to issue bonds were as fol-
lows: -
$75,000 for a fireboat; $300,000 for a
municipal buildings .-or city hall; $200,-
000 for public schools; $150,000 for wa-
ter supply and sewer extension; $150,-
000 for paving and street improvements.
Bids for all of these with the ex-
ception of the $25,000 for the West End
fill will be opened on March 10.

Effort Made to Determine Whether
Illegal Rebates Were Received.

Washington, March 3.—In an effort
to ascertain what foundation there
may be for charges that the United
States Steel corporation has received,
during the last six years, illegal re-
bates from the railroads on freight
charges, Commissioner Harlan of the
interstate commerce commission today
examined David Lamar of New York
and Wm. S. Green of Iowa, upon whose
allegations the senate based a resolu-
tion requesting the senate to inquire
into the matter.
The resolution did not require the
commission to make a formal investi-
gation unless its preliminary inquiry
should develop facts to warrant a
thorough inquiry.

The Galveston Bar association met,
the Galveston Bar association ad- .
journed ■ and then the Galveston bar ■
held a brief session in the rooms of |
the Tenth district court this morning -
and adopted resolutions indorsing the
candidacy of Judge W. L. Davidson for
justice of the court of criminal ap- i
peals. |
When the Bar association was called I
to order by Secretary J. C. Gengler it 1
was learned that neither the president i
nor the vice president of the associa- i
tion were present and J. B. Stubbs was ■
nominated as chairman pro tem and ■
unanimously. elected. He stated that I
the call for the meeting read “to take 1
action on such matters as might come •
before the meeting” and he was ready j
to consider such business.
Then there was read a series of reso- |
lutions highly, complimentary to Judge
'W. L. Davidson and indorsing him for "
the position of justice of the court of
criminal appeals. The adoption of the ।
document being made and duly sec- l
onded, the chairman was about to put
the question when E. F, Harris arose
and questioned the province of the Bar :
association, reading from the constitu- j
tion of that, organization its powers ;
and field of operation. I. Lovenberg ’
was of the same opinion as Mr. Harris
and after some rare bursts of eloquence
and exchange of compliments between
the gentlemen present a motion to ad- I
journ the meeting of the Bar associa-
tion was put and carried.
A meeting of the Galveston bar was

Campus This Morning.
A pair of stockily built mules, aided
and directed by six men, this morning
raised a derrick over the reinforced
concrete base and channel in and on
which was to rest the new flag pole
for the Ball high school campus, and
with chains and ropes, blocks arid fells,
did in about ten minutes what it had
taken them an hour to prepare for—
set in place the new flag pole from
the tip of which will hereafter float
Old Glory or the Lone Star of the state
of Texas when an occasion arises call-
ing for this colorful exhibition of pa-
triotism.
A hundred or more spectators stood
about the campus with hands in
pockets and told each other how the
-job should have been done.

Telegram Responsible for Frenzy Is
Read in Court.

Chicago, March 3.—The telegram up-
on which William Cheney Ellis of
Cincinnati laid the responsibility for
the frenzy in which he said he killed
his wife in a hotel here las October
was read in Ellis’ trial today, and the
defense declared its evidence com-
:pleted. Ellis burst into tears when the
copy of the message was read by Judge
Petit. This was the telegram:

Sunset Central Lines Issue Attractive
Booklet.
The Sunset Central lines has just is-
sued a neat and interesting booklet
entitled “The March Of the Mexican
Refugees from Ojinaga to Marfa,”
which tells with vivid illustrations)
of the march of the Mexican army
which was routed by Villa. This
“march” is characterized in the book-
let as one of the “most unique and
remarkable in the history of America,”
| and is shown and told in a very de-
tailed and picturesque manner. Ap-
proximately '5,000 Mexican soldiers,
Mexican women and children, made the
“treck” of seventy-five miles from the
frontier town to Marfa, which is lo- '
cated on the Sunset Central lines. The
pictures show the refugees en route,
j American soldiers accompanying them
to Fort Bliss, the Mexican women, fa-
tigued and careworn, riding the typical
Mexican broncho, the camp scenes, the
baggage trains, and the final arrival at
the point of safety. Altogether the
booklet is one which appeals to all
readers because of the fact that it is
the first thing of this nature which
has been given to the public.

Washington, March 3.—Woman suf-
fragists and anti-suffargists had an-,
other- battle of words today before the
house judiciary committee over the
proposed constitutional amendment
to enfranchise their sex.
“Why can’t you amend the constitu-
tion so. that in various states, on peti-
tion'of a certain number of voters, the
; women may have the ballot?” de-
manded Mrs. Antoinette Funk, who,
with Mrs. Medill McCormick, was in
charge of the suffrage speakers.
Representative Mondell, Republican,
of Wyoming, urged the extension of
woman suffrage and declared that in
Wyoming the women voted in as large
proportion as men.

Governor O’Neal to Call Special Elec-
tion on May 11.

Montgomery, Ala., March 3.—Gov.
O’Neal today announced that he will
call a special election for May 11 for
the election of a United States sena-
tor from Alabama to fill ou the un-
expired term of the late Senator Jo-
seph F. Johnston.
In a telegram to R. Tyler Goodwin
chairman of the state democratic
executive committee which is in session
today in Birmingham, the governor sug-
gested that a primary be called for
the nomination of the short term
senator It is expected the committee
will follow the governor's recommen-
dation.
