the detailed outlay was not itemized.
So Mr. Grant was fired by the (presi-

Senator Culberson offered aresolu-
tion in the United States senate call-
ing upoa the secretary of war to fur-
nish a statement of the expenses of
the war in the Philippines, and the
answer came back from the honorable
secretary that It would be Impossible
to itemize the expenses and therefore
no amount could be specified. He did
not, like Grant, state the amount and
claim that It could not be distributed
into items. He dished the whole busi-
ness. not claiming even that It was
legitimately expended, merely saying
It could not be gathered and summed
up. That amount runs up Into
millions, and Mr. Secretary of War
goes scot free with his thumb on bls
nose, twirling his fingers at the United
States senator from Texas. The miser-
able sum of two thousand dollars,
which n6 doubt, was legitimately used,
but could not be stated In itemized de-
tail. was made the occasion of casting
dishonor upon a gentleman and vindi-
cating the supreme honesty of the ad-
ministration. John Grant la a gentle-
man and the scripture is true when it
