PRESIDENT CAN NOT INTER-
FERE.
WASHINGTON, May 15.-As the
president, after considering the report
of Colonel Crowder, has decided that
he can not Interfere with the cattle
shipments at Port Chalmette, and as
the executive is the only branch of
the government clothed by the consti-
tution to pass upon application of the
laws of neutrality as expressly' af-
firmed very recently by the Louisiana
courts, It is not believed here that
the Loulslana stale authorities will
seek any Issue in the federal courts by
undertaking to do what the president
himself has not seen fit to do. It is
presumed that the course of the exec-
utive's decision will bo communicated
to the governor of Louisiana, who first
brought the Port Chalmette operations
to the attention of the government.
