I deeply resent the blunt statements and the impications drawn from
them in the circular, to the effect that these actions were a subterfuge for
political purposes, since to the contrary, my only interest is in carrying
on the affairs of my office. I have stated a long time ago that I am not
seeking re-election to this or any other office and have hired Mr. Bartlett
at my own expense out of a deep sense of gratitude to the people and cer-
tainly not witih any thought of gain, since I was under no legal obligation
to pay any part of my salary to further the best interests of the office, I
am grateful to Mr. Bartlett for assuming this duty at half pay and I am
fullyF satisfied with his qualificatons. He has assisted me in a commend-
able manner and I can assure you that I did not hire an incompetent as
was inferred in the circular.

I have just read a printed circular, purportedly “prepared, printed
and distributed by Alton Mills supporters’’ in which “they state that, my
assistant, Bob Bartlett, in conjunction with the Commissioners court .took
one-half of my pay and expense allowance, and gave him my secretary,
telephone, stationery and stamps for his political efforts.
I write this to the citizens to clarify this matter. The Commissioners
Court, at my specific request, approved the appointment of Mr- Bartett
as my assistant and as my assisant I insist that he use the services of my
secretary, the phone and stationery to carry on the official business of
this office. This initial and basic expense is paid by the County as has a-
ways been done in this office and other offices of the county. I made the
request and secured the services of Mr. Bartlett because I am temporarily
restricted in court trials, due to an illness that intermittently affects my
ability to speak, I felt at the time of appointment and feel at this time
that I owe the duty to the people of this county to furnish full-time prose-
cution. This feeling motivated me to search for an assistant to help carry
on the prosecution function. This feeling also motivated me to I AY ONE-
HALF OF MY SALARY AND EXPENSE ALLOWANCE TO THIS AS-
SISTANT. THIS DOES NOT COST THE PEOPLE OF THE COUNTY
ANYTHING either in salary or expense of office.
You have a perfect right to examine the financial records of the coun-
ty to ascertain just what is pnid to whom and you are perfectly at liberty
to examine the District Court’s records as to the outcome of the suit
brought on this very question.
