of the United States Public Health
Service in reply to a request by Dr.
Davis for an official report on yellow
fever in Mexico. The telegram, which
states that one United States Public
Health Service representative had died
of yellow fever, reads as follows:
“Official reports indicate yellow fever
epidemic Vera Crus, Tuxpam with
number of deaths including service rep-
resentative at Vera Crux. Official re-
port two cases so far in Tampico but
presumably much larger number with
prospect of serious epidemic there.
Quarantine restrictions at maritime
ports on Gulf require fumigation of
vessels port or departure with six days
intervening between date of departure
and relase from quarantine at Ameri-
can port. Quarantine officers along
the border instructed not to permit ad-
mission travelers from Gulf except af-
ter termination six days from affected
area. These restrictions contemplate
such travelers shall reside in plateau
region and areas free from stegemyia
and present evidence of such residence
after admission."
Because of the prevalence of yellow
fever at Tampico,, Veto Crus and
Tuxpam and consequent menace to
Texas. Dr. Oscar Davis, state health
officer, intends to visit those cities and
also Mexico City if he succeeds in ar-
ranging through Governor Hobby and
President de la Huerta for a confer-
ence there with the state and national
health officials of Mexico, to thresh
out the entire question of health along
the border and to outline a co-opera-
tive program is Dr. Davis’ plan.

ning has been made in voicing the pop-
ular cry for political reforms, this be-
ing especially noticeable in the press-
ing clamor of the suffragists that all
the young men of the empire be given

way, liberty of speech within and with-
out the Diet shall be absolutely guaran-
teed.
The Herald of Asia, an influential
weekly edited by Japanese in the Eng-
lish language, says the present condi-
tion of parliamentary government in
Japan falls far short of general expec-
tations. but it is not so pessimistic
as to believe in the abosolute failure
of the democratic movement. The
journal offers as proof of the spread
of democracy the trent of thought
among the intelligent sections of the
people, especially the rising generation.
It notes that democracy is one of the
most distinctive characteristics of the
contents of the periodical press. But
democracy seemed relatively weak in
political circles.
The truth is, wrote the editor, that
under the existing limited suffrage the
classes of people among whom democ-
racy is making headway are debarred
from sending representatives to the
lower chamber of the Diet: "Conse-.
quently," continued the article, “that
important body is hardly touched by
the great wave of., liberalism that is
sweeping the land. We see the
anomalous spectacle of the suspended
representatives of the people remain- (
fng. as a whole, in the same condi- I
tion of ignorance and ineptitude as
they were twenty yean ago. But soon-
er or later the suffrage will be still
further extended so as to enable the
educated young men to have a say in
parliamentary elections. When that day
cornea. and it will probably come soon-
er than most people imagine, an im-
portant revolution is bound to be the
immediate result in the political world
of Japan.”

of approximately $9000 over the same
period last year, according to the quar-
terly report of Assistant Postmaster C.
C. Huddleston. Issued Monday after-
noon. Receipts totaled $60,313.
The increase was attributed to the
natural growth of Austin, to more pros-
perous conditions generally, and to the
larger number of students at the Uni-
versity of Texas, than for the previous
year. At the opening of the present
session students were said to have
