THE GRADUATES of the sixth class for the Elgin Citizen Police Academy are
Claudine Bock, Cynthia Burchfield, Sarah Gonzales, Andria Gural, Phillip Gutier-
rez, Sarah Jackson, Oscar James, John La Monica, Melissa Landrum, George
Leamons, Sandra Leamons, Gelena Mangus, David Mangus, Ann Woodard-
Mansfield, Linda Menchen, Mary Penson, Monica Ray, Rick Socia, Joyce Smith,
and Duane Weber. The total number of graduates is 102 since the Elgin Police De-
partment began the CPA in 2009. “The Alumni Association has 40-plus members
as of today so you can tell the Elgin Community continues to be involved with
their Police Department,” said Assistant Chief Phillip Taylor. Southside Market &
BBQ catered the meal and Frontier Bank of Texas allowed the use of their new
building to host this event. "I’ve already received applications for our next class for
next year, too,” said Taylor.

The State of Texas De-
partment of Agricul-
ture requested the City
of Elgin City Council
approve a resolution
reaffirming all re-
quired civil rights,
equal opportunities,
and citizen participa-
tion policies as part of
its grant administra-
tion.
Last Tuesday night,
the Council unani-
mously approved the
resolution reaffirming
provisions previously
approved by past Coun-
cil members. These in-
clude the Excessive
Force policy, the Sec-
tion 3 policy, and Fair
Housing activities.

can be carried con-
cealed as per the Con-
stitution.
With a license, hand-
guns can be carried -
open or concealed - ex-
cept where prohibited
by law and must be in a
hip or shoulder holster.
The definition of the
premises by HB 910 is
any portion of a build-
ing excluding public or
private driveways,
streets, sidewalks or
walkways, parking lots,
parking garages or
other parking areas.
Where are firearms
are prohibited?
• Physical premises of
a school or educational
institution;
• Premises of a polling
place;
• Premises of a race-
track;
• Premises of any gov-
ernment court or of-
fices utilized by the
court;
•Secured areas of an
airport; and
•Within 1,000 feet of a
place of execution (as
designated by the
Texas Department of
Criminal Justice).
Violation of this
firearm prohibition is a
third degree felony.

The Elgin City Coun-
cil showed a united
front to approve the
adoption of a proposed
ordinance to prohibit
firearms and handguns
in public buildings
holding public meet-
ings under the Texas
Open Meetings Act
(OMA). The unanimous
approval came last
Tuesday night.
House Bill 910 goes
into effect Jan. 1 pro-
hibiting concealed or
open carry handguns in
any governmental
meeting subject to the
OMA. The city has re-
ceived information
from the Texas Munici-
pal League regarding
signage and postings.
City Secretary Lucre-
tia Alvarez presented
the information to
Council members. She
was still unsure exactly
where the signs were
required to be posted,
but would have that in-
formation by the next
meeting.
Where can a Texan
carry a handgun?
HB 910 specifies that
without a license open
carry of handguns is
prohibited in Texas.
Long guns, as per the
Constitution, are al-
lowed under the “right
to bear arms”.
Carrying a concealed
handgun without a li-
