used the permanent designation to solicit 80 million in long-
term civilian support facilities, the statement said.
Councilmen fed the Army's decision to retain control on
"caretaker" status adds further to the city's economic woes
"The Mineral Wells representatives believe that in view of
the Army commitments and previous statements. Pt Wolters
should be retained as an active military installation, the
statement said
“But if the Army chooses to disregard their pledge, their
moral obligations and their position of honor they should im-
mediately dose Ft. Wolters and permit the installation to be
lisposed of as provided by federal law."
A spokesman said that if the Army declared the base an
excess’ facility, state and local governments would gain
control and could use the complex for "revenue producing in-
dustry," thus easing the economic strain
The document claims homeowners in the $15,000 to $25,000
dass have already sustained a S per cent depreciation in val-
ue
The city also contends that Mineral Wells, at the request of
the Army, provided civilian support facilities that included
school, hospital. municipal and other expenditures totaling
millions

MINERAL WElIS, Tex (APIThe city council has
accused the Army of gang back on its pledged word that it
would not close Ft. Wolers, and issued a 15-page document
entitled, "Economic Rape Army Style" to support its views
The charges were issued Wednesday in news conferences.
The Army earlier announced plans to close the helicopter
tra ining base next year and put it on caretaker status
Councilmen contend "Army bureaucrats” committed "con-
temptable fraud" in naming Wolters a "permanent
military installation" and then ordering it closed.

WASHINGTON (API - Here,
at a glance, are the latest Wa-
tergate developments.
NIXON: President Nixon
spoke to a Republican fund-
raising dinner Wednesday night
and promised that the guilty in
the Watergate scandal "will be
brought to justice." But as Wa-
tergate continued to loom over
the GOP, the $1,000-a-plate din-
ner failed to raise as much
money as previous estimates,
with an estimated 1,000 persons
attending, about 500 short of ex-
pectations.
CIA: Director James L.
Schlesinger of the Central In-
telligence Agency testified be-
fore a Senate subcommittee
about CIA help given to E.
Howard Hunt in connection with
a burglary at the office of the
psychiatrist for Pentagon
Papers defendant Daniel Ells-
berg. Schlesinger said the CIA
was “ill-advised" to give the
assistance, but that the agency
did not know Hunt's mission.
ATTORNEY GENERAL:
Senate committee hearings
continued on the nomination of
Elliot L. Richardson to be attor-
ney general and in over-all
charge of the government's Wa-
tergate investigation. Richard-
son said he would choose a spe-
cial Watergate prosecutor and
submit his name for Senate ap-
proval Meanwhile the White
House still was looking for a re-
placement to Richardson as
Secretary of Defense The Pres-
ident’s first choice, former
Deputy Defense Secretary Da-
vid M Packard, took himself
out of the running.
TOP-SECRET CABLES: A
Pentagon spokesman an-
nounced that the agency turned
down requests by Hunt and co-
Watergate conspirator G. Gor-
don 1 jddy for classified defense
information related to the Pen-
. tagon Papers case. The State
Department said, however, it
turned over to Hunt 240 cables
which he said he used to manu-
facture forgeries to implicate
the late President John F. Ken-
nedy in the assassination of
South Vietnamese leader Ngo
Dinh Diem.
SENATE INVESTIGATION:
The Senate's special Watergate
investigating committee an-
nounced plans to call 20 wit-
nesses during its first round of
hearings that open a week from
today. Questioning will begin
with relatively low-ranking fig-
ures' in the Nixon campaign and
end with testimony from high-
ranking former White House
aides.
