that has ruled Duval County

years since about 1900, is the
water district’s attorney.
He also is a member of the
San Diego, Tex., school board
Mrs. Bonnie Gibson, an em-
ploye of the Internal Revenue
Service regional office at Aus-
tin, was the only witness to tes-
