a liability insurance verifi-
cation program similar to
one in Illinois where the
non-compliance rate
dropped from 17 percent to
5 percent after the law
went into effect 12 years
agd.
Under the system envi-
sioned in Bivin‘ bill, the
Department of
Transportation would mail
forms to randomly selected
vehicle owners requiring
that they provide proof of
liability insurance or some
other form of financial
responsibility. If the regis-
tered owner does not
respond in 30 days, a warn-
ing is mailed. If an owner
still does not reply, the
owner's registration would
be suspended.
To re-establish registra-
tion an owner would have
to prove financial responsi-
bility and pony up a $100
fee. Reinstatement after
any subsequent violations
would cost $200.
Anyone caught driving
while their registration
was suspended would be
subject to a fine of not less
than $1,000 or more than
$2,000.

An estimated 20 percent of
those folks know another

Varieties of that unpleas-
ant information range from
"I don't know" to the sound
of running feet on pave-
ment as the driver at fault
disappears leaving you and
your insurance company
holding the financial bag.
Since the law requiring
, all motorists in Texas to
carry liability insurance
first went on the books, the
Department of Public
Safety has estimated,
based on analysis of acci-
dent reports, that 80 of dri-
vers involved in vehicle
crashes have the required
coverage while 20 percent
do not.

ernor called for state agen-
cies to get ready for a 9
percent budget cut (agen-
cies already have cut 7 per-
cent from their general rev-
enue funding for this fiscal
year at the governor's
order), and a 6 percent cut
to Medicaid.
Under Perry's proposal,
schools and state extension
systems would be exempted
from the agency cuts.
Perry also proposed tak-
ing $350 million from the
state's Rainy Day Fund.
If his requests are trans-
lated into legislation, Perry
continued, it could save the
state some $9.5 billion,
, roughly the amount of the
state's anticipated revenue
shortfall.
As soon as the
Legislature wades through
this fundamental problem,
the next big issue is school
finance.
"There is no clear solu-
tion currently on the table,"
he said. "But beginning
now, we must work until a
solution is found, because
the era of Robin Hood must
come to an end."
