Tax bills passed recently by the
U.S. House and Senate would
reduce some federal taxes by a total
of $135 billion over five years.
Among these are capital gains,
estate taxes, electronic tax filing,
health-care deductions, home-office
deductions, and independent con-
tractors.
Only the Senate bill would
increase the tax deduction for health
insurance for the self-employed to
100 percent by 2007. Under current
law, the deduction, now 40 percent,
will rise to 80 percent by 2006.
The House and Senate bills
would increase the exemption from
federal estate taxes from the current
$600,000 to $ 1 million.; the House
bill would accomplish this over 10
years, while the Senate’s would take
nine. The Senate bill includes a pro-
vision for an additional $1 million
exemption for family businesses
and farms beginning in 1998.

recently completed a week-long

Institute is a professional devel-
opment program specifically
designed to address the unique chal-
lenges facing chamber executives.
Participants learn the latest tech-
niques in membership retention,
quality management, volunteer
leadership development and non-
dues revenue enhancement, among
others.
Prior to attending, enrollees
receive reading assignments and
must complete a home-study
course.
Institute is nationally recognized
by the chamber community for its
standard of academic excellence.
Sixth-year graduates receive a cer-
tificate of chamber management
and earn points toward the Certified
Chamber Executives designation.
Courses are taught by recognized
leaders within the chamber and aca-
demic communities.
Participants learn the fundamen-
tals of chamber management during
the their first years at Institute. Each
year of programming then is care-
fully designed to complement and
build upon the participant’s learning
experience from the previous year.
The SMU program is one of eight
Institutes held at different U.S. col-
lege campuses each year. Founded
in 1921, Institute is made possible
through the Center for Leadership
Development, a program of the U.S.
Chamber of Commerce in
Washington D.C.
More than 2,200 individuals par-
ticipate in the program annually.

way to reduce the cost of the new middle school by $3 a square foot.
Currently the projected cost is $80 a square foot. Superintendent Joe
Doenges said that Nieman has “come up with several different options” and
will present them to the board on Wednesday.
In an attempt to further reduce expenditures, Trustee Linda Tom plans to
question the necessity of a new auditorium proposed for the Fabra
Elementary School. In a previous interview Tom commented, “An audito-
rium seems to me to be quite a cost for something that maybe is not used
an excessive amount of time.” She suggests that an auditorium “which is
literally across the street” could be utilized instead.
New business to be addressed at the meeting includes “designating and
authorizing school district representatives for banking transactions.”
