WASHINGTON (AP). — Any
incumbent officeholder, no mat-
ter which political party, faces
critical questioning from a rest-
less citizenry this year, says
Rep. Henry B. Gonzalez, D-Tex.
"There's a general restless-
ness and a confusion about the
problems," Gonzales said in an
interview.
"Vietnam is still uppermost
in people's minds, but there's

also a new confusion about U.S.-
Soviet relationships. I think it's
beginning to dawn on many
Americans that this is a lot
more complex and mixed up
world situation than they have
thought—and it doesn't yield to
being captured by the smug
slogans."
Gonzales said ne has observed
what he calls a maturing in
attitude by Americans toward
world affairs in the past two or
three years. This development,
| he said, "is a plus factor."
| "The people are not going to
be sucked in by facile promises, to make headway with the rest-
now. I think the average per- less voters.
son would rather have a candid “He will have to formulate his
analysis of the situation than own approach to the problems
a sugar-coated pill."
Gonzalez said he feels the cur-
rent restlessness is a culmina-
tion of events dating from the
1950s "when unhappy develop-
ments were not brought up until
they reached the crisis stage."
Gonzalez, an early and vocal
supporter of Vice President Hu-
bert H. Humphrey for the presi-
dency, said Humphrey "has his
job cut out for him" in trying
if he is nominated," Gonzalez
said. "You could hardly ask him
to now in his double capacity
as vice president and presiden-
tial candidate.
"Of course there are some
voters nobody can appease."
He was particularly critical of
what he called "rigid or one-
issue liberals."
He added: "if you don't tailor
your views to their views on
Vietnam, then you’re not
eral by their definition."
Gonzales dismissed the other
major candidates for the presi-
dency.
Sen. Eugene J. McCarthy of
Minnesota, Humphrey's chief
rival for the Democratic nomi-
nation, has offered no real alter-
native to the administration's
policy on Vietnam, he said.
Gov. Nelson A. Rockefeller of
New York stakes his Vietnam
proposal on an assumption that
the North Vietnam government
will go along with troop with-
lib- drawals and a scaling down of “They know now that the Ko-
hostitalities, but North Vietnam
has not responded to any similar
overtures from the administra-
tion, he said.

"And former Vice President a victory, just a truce."
Richard Nixon says he has the-------
ideal solution but he can't tel!
the public right now. He ought
to take the solution to the Secur-
ity Council if it's so good."
Gonzales said he expects the
public will be skeptical of any
promises to end the war.
"The people remember Korea
and the promises," he said.
