reached in the question of suffrage;
that a modern system of jurispru-
dence be introduced; that a general

vice-president and a legislature
candidates to be chosen by a dele-
gate convention; that the U. 8.
maintain strict supervision of af-
fairs until a republican form of gov-
ernment shall have been adopted;
that the island remain garrisoned
by U. S. troops for the present and
that the future of the island be
vested in the people of Cuba so far
as it relates to American protector-
ate or annexation

Big Paying Cotton Mill.
A report comes from Clover 8. C.
to the effect that the cotton mill
there reported earnings for the I
year ending* July 30 $360-10 which
was 41 per cent of the capital
stock of the company. The neces-
sary buildings for increasing the
original capacity of the mill three-
fold will be ready this autumn. This
is the first enlargement of the mill
since its erection about eight years
ago because of the determination
of the management that the full in-
vestment should be paid back to
the stockholders in dividends before
any of the profits were used to in-
crease the business. This payment
was made with the June dividend of
41 per cent. Cotton mills in Arkan-
sas says the Arkansas Democrat
would earn just as large profits as
those of South Carolina if properly
managed.
