Mills County's Commissioner's Court held their regular semi- S .
monthly session last Monday morning. Much of the time allotted for
the meeting was spent on budget preparation for the coming year.
County Auditor Charles Miles reviewed the income and expense
report of the nine months just completed of the 1992-93 budget. He
said the budget should have a surplus of about $7,000 at year's end,
if everything progresses as it has the first 3/4 of the year. Original
* budget projections called for a deficit of $9,000.
: Miles said the increase of $18,000 in license plate fees was the
main reason for the surplus. This money is channeled into the road

Commissioner Lee Roy Schwartz discussed his idea of decreasing
hourly rates for machine hire. He wanted the item placed on the
agenda in the future for court action if needed. He said the county
was "pricing themselves out of business."
- Commissioner Bill Parker mentioned the practive of trading out
road material for road work. Parker said he did not want to do
anything illegal and wanted the matter investigated. He said it |
should be an agenda item to receive court action.
Miles continued with the budget workshop. He said he would like |
to see further fine tuning in the line items used by the commission- |
ers to make the budget process more accurate and easier to follow
for the financial officers of the county. He said individual bills need
to be marked with the budget category they are assigned. This |
would eliminate some of the questions and keep the budget on an
even keel.
County Treasurer Gloria Marler said that when a bill is submit-
ted, the total needs to be broken down as to the budget line items,
not just grouped under broad headings.
General Fund budgeting items were not discussed at the session
due to the withdrawal of County Judge Wallace Johnson. He left to
attend a funeral. __
Miles discussed the EMS budget. He said that over $9,000 in
grant monies had been received by the department this year. He
projected income of $121,000 for the EMS during the current year.
Expenses were listed at $127,891.13 and $109,081.93 was bud-
geted. The final payment on the large ambulance will be made soon.
It will be $5,500. Norman Atha, director of the Mills County
Ambulance Service, was present at the meeting and told the court
that June collections reached a level of about $10,000. He said this
amount of money should be maintained throughout the remainder
of the year. . .
Atha presented his monthly report of activities. He said the
department had 31 calls in June. He also touched on the practice of
providing service to rodeos and football games at no charge. He said
that Mullin and Star rodeo groups had made donations to the
ambulance service, but Goldthwaite did not. He wanted to ask the
court if a charge would need to be levied for the coverage of these
types of events.
Commissioner Schwartz, acting judge in the absence of Johnson,
responded that he would hate to see the county have to charge for
providing ambulance service like this.
In other court matters, a resolution was unanimously passed in
support of prayer in public schools. The resolution, which origi-
nated in Denton County, has been circulated to all the counties in
Texas.
Marler presented her regular monthly and quarterly treasurer s
reports. A total of $815,389.74 was listed in the regular checking
and savings accounts of the county. . .
