Falltime in the Rockies
C peaking of fall coloration. It
began just a bit early, but 1
• don’t think it’s because the
weather is getting cooler or that we're
going to have a long, wet and cold
winter. I think it's because of the
extremely dry conditions. For you
folks south of the jet stream, with any
luck at all, a number of hurricanes
will attack and the moisture will reach
well into your backyard. I'm not wish-
ing ill will on the people in the hurri-
cane paths but they shouldn't be there
anyway. It’s like those goofy people
who build back every year in the
Mississippi flood plain and every year
they’re seen weeping on TV about
how they’ve lost everything—again—
for the 57th year running. Well duh.
Same thing applies if you build your
mountain chalet at the bottom of an
avalanche chute. People who thumb
their nose at dame nature shouldn’t be
so surprised when their homes are
swept away by hurricanes, floods or
avalanches. If you stand on a train
track for too long you just might feel
a bump one of these days (or maybe
not). Oh well... to each his own.
I’ve lived in the rocky mountain
west now for 30 years and no one and
nothing has ever been able to really
predict (accurately) the weather. Al-
ways it’s. "Good grief, look at that
squirrel . . . he’s grown so much
winter fur he can hardly pull himself
across the yard." Or, “The robins left
early this year... a sure sign of snow
up to the eves of the windows." Or,
“Better lay in a good supply of winter
wood ... I just saw a black and white
striped woolly caterpillar on the north
side of the tree."
Even the weather service doesn’t
have a clue. They say it’ll snow for
sure and it won't or they fail to men-

contributions to $15,000 annually
from $10,500.
Increasing the IRA contribution
limit is of critical importance for sev-
eral reasons:
• The IRA contribution limit has
not been raised since 1981, the same
year the late Princess Diana was mar-
ried and IBM sold its first personal
computer.
• IRAs are the only retirement
account not indexed for inflation. Had
the IRA contribution limit been in-
dexed annually for inflation, it would
be $4,616 today.

• Half of all working Americans
are not covered by an employer-spon-
sored retirement plan, so the IRA is
their only tax deductible opportunity
to save and invest according to the
Employee Benefits Research Insti-
tute.
• Millions of Americans are near-
ing retirement and their need to save
and invest is even more critical.
• The U.S. savings rate has dropped
to an historical low and is one of the
lowest among industrialized nations.
Unfortunately, as this proposed
legislation has worked its way through
Congress, that spirit of bipartisan-
ship is fading. Changes and additions
to the bill have clouded the original
intent and impact of the version over-
whelmingly apprpved in the House.
People's retirement is too important
an issue to be used as leverage to gain
political advantage.
Elected officials have been urged
to move beyond partisan politics and
forge ahead with this vital piece of
legislation that will stimulate sav-
ings, increase retirement security and
eliminate obstacles to retirement plan
coverage for small businesses. After
10 years of work, failure to pass this
vital legislation would be far more
than disappointing. It would deny
millions of Americans the chance for
a more secure retirement.
