Payment of the Cotton Tax.
Office of Collectob Intbenal Rbvxndx,
Third District of Texas,
Austin, March 6, 1866
THE following extracts from letters evoked
from the Hoa. Commissioner of Internal
Revenue, are published for the information
of all concerned:
Treasury Department,
Office of Internal Revenue,
Wash'n, Jaa. 26, lt>66.
Sir—

Misconception oí the tenor of the letter
written by the Hon. Wm. E. Chandler, Assist-
ant Secretary of the Treasury, to Mr. Loague,
Surveyor of Customs at Memphis, which has
been extensively published thro' the South*
em States, with editorial comments, calcula-
ted to mislead tax-payers as to their action
in relation to the removal of cotton, has ied
to much confoaio*. in hdm of the cotton pro-
ducing districts, and caused many irregular-
ities where no intention of fraud existed.
You will inform all persons engaged in the
removal of cotton from your district that in
cases the tax must be paid before remov-
aKfrom the district, except where th#-duties
aré. secured by bond ubder regulations of
October 9, 1865.
Very respectfully,
D. C. WHITMAN,
p. Deputy Commissioner.
Jr., Collector 2d District,
^•¿sury Department, 1
we In*®™4! Revenue, V
wKington, Jan. 27,1866. j
* * * *
As heretofore instructed, TOU win -qI.
lect the tax on all taxable prop«ty leaving
your district; and in case the d¿tyí¿
and pther articles which may have been as-
sessed is refused after demand being made
you will proceed to collect the samebv dis-
traint and Bale of property, unless th® nrú^
cles are removed under bond, as provided bT
the regulations of October 9, 1865.
Respectfully yours,
D. 0. WHITMAN,
_ Deputy Commissioner.
Henry Bausher, Jr., Collector Internal Reve-
nue, Baton Rouge, La.
The practice of removing cotton from this
District, without prepayment of the tax, has
become so prevalent, it is necessary that the
instructions contained in the above letters be
rigidly enforced.
