sidy resolution. They attach no impor-
tance whatever to its adoption. They
claim that their bill does not ask a sub-
sidy, and that the laat clause of the reso-
lution leaves -every member of Congress,
whether he voted for it or not, free to
determine for himself whether the neces-
sity in any given case exists for the gov-
ernment to aid any specific enterprise
which in his judgment is beneficial either
to the government alone or to the com-
mercial world. It is claimed that a large
number of the friends of the Texas and
Pacific Railroad voted for the resolution,
and that the vote is in no sense a test of
the strength of the measure.

New Orleans, January 28.—Hon.
John Poster, United States Minister to
Mexico, arrived to-day by steamship
City of Mexico. Mr. P. left for Wash-
ington this evening via Mobile. He ex-
pects to return to Mexico in about two
weeks.
The Latest Scheme,
New York, January 28.—The Post

them, have, since gold fell below $1.02,
been buying large amounts of gold,
thereby putting a part, and, la some, the
whole of their capita! in gold. This they
have done so as to be in a position to en-
courage the use of gold among their cus-
tomers with the hope of creating such
aa extended use for that metal in mer
cantile transactions as shall make the
transition from paper to a gold bans the
more easy when the proper time comes.

The Louisiana He turning Board.
new Orleans, January 28.—The so
yrinr court room was crowded to-day,
when three accused members of the re-
turning board, Anderson, Cassanave and
Kenner, were brought to the bar. The

tion for a change of venue, alleging
that he could not have a fair trial in this
parish, prejudice against bim having in-
creased in the last few days. After argu-
ment, Judge Whittaker stated that the
jury had been drawn in the moat impar-

A bill was introduced, and referred, by
Mr. McUook, of New York, for the relief
of the tobacco trade.
On motion of Mr. Swing, of Ohio, the
Matthews silver concurrent resolution
was taken from the Speaker's table, and
passed over by a two-thirds vote.
Kr. Baker, of Indiana, moved to sus-
pend the rules and adopt the resolution
declaring that, in the judgment ot the
House, no subsidies in money, "-bends,
public lards, endorsements^rtjy-pledge
of public credit should be granted or re -
newed by Congress to associations or
" in or proposing to
in public or private enterprises,
but that all appropriations ought to be
limited to such amount aad purposes
only as shall be imperatively demanded
by the public service. Adopted by a
two-thirds vote.

The New York Honey Market.
New Yobk. January 29.—The Post's
financial art ¡decays the Stock Exchanges
have been feverish, and a more active
market for speculative sharos, the price
being loTer than yesterday. Gold
opened at 101 7-8, and has since ad-
vanced to 102 1-4, the rise having been
less than tbe fall of bonds in London,
which shows that the gold market is not
being speculatively worked on. Gold
loans have been 7 and 5 p« r cent, for
carrving. Foreign exchange is firm at
.82 1-2 end $4.85, for prime bankers'
bills. Tbe money market is more ac-
tive, and the quotation for call loans is
6 and 7 per cent.
The Misery of the Turks.
Constantinople, January 29. — The
Turkish goveninunt is having difficulty
in maintaining order in the capital.
Among the tens of thousands of refugees
i rom Roumnnia are many armed Circas-
sians. These have already plundered
the towns and are flocking to this city
laden with booty. The government,
wishes to-disarm them and send them
into Asia. Appal'ing misery prevails.
From the Bosphorus to the Gulf of Saló-
nica the whole coast is crowded with
terrified Mahommedans seeking trars-
portation across the straits. Hundreds
are perishing from cold, hunger and ex-
haustion, and no succor is possible until
the panic and confusion in the capital
are abated.
London, January 80.—In the House
of Commons this afternoon, Mr. Bedford
Clapperton Trevillian Prin, Conservative
member for Gravcsend, gave notice that
he would move to-morrow that the House
while giving the government due credit
for maintaining the policy determined
upon after tbe solemn afsurauccs of tbe
Czar that he desired only itamunity for
the Christian subjects of the Porte and
aimed at bo aggrandizement whatever,is
of the opinion that these assurances are
being deliberately evaded by the pro-
posed terms of peace and tbe advance of
tbe Russian armies, and believe that tbe
time has come when the immediate ac-
tion of England is of immediate neces-
sity, and requests forthwith tbe estimate
tor placing tbe army and navy on a war
footing.

Austria Resoluto.
A Telegraph's Vienna dispatch says
tbat Austria's refusal to annex Bosnia
and Herzegovina is confessed on minis
terial authority, and Andrassy will sanc-
tion no measure calculated, directly or
indirectly, to bring about the rum of the
Ottoman Empire. This resolute attitude
of Austria within the past few hours has
in a cc-rtain measure been made known
to Russia by Count Andrassy, as .well as
Lord Derby.
Nc doubt there is a little misunder-
standing between St. Petersburg ond
Vienna. Austria, it seems, expected that
conditions of peace would be submitted
to the European Congress, or at least
communicated for approval to the mem-
bers of the Triple Alliance.
A Vienna correspondent of the Times
telegraphs the following: "Whether
preliminary conditions have lieen signed
or not has become of purely secondary
importance. The Porte at any rate has
approved them, and, according to all
accounts, is quite ready to accept almost
anything else which the Czar may pro
pose, merely to prevent llie Russians
from executing the threat of inarching on
Constantinople."
