eneral welfare of the county citi-
zenship. This court evidently
holds the key to the whole situa-
tion of the practical affairs of the
county and should guard well and
with scrupulous care the financial
interests of the county.
Regarding as we do this matter
of great importance, we recom-
mend 2: that the commissioners
take more time in the transaction
of the business brought before
them and that with commendable
care they thoroughly examine
each particular measure demand-
ing their attention.
We recommend 3. That upon
the adoption of this re-
port, the grand jury take steps at
once to put the claims herein set
forth, both for and against the
county, in such shape that there
be an equitable adjustment and
settlement of them without any
unnecessary delay of time.
4. We recommend that the
grand jury appoint a. finance com-
mittee every six months; and
would suggest from our experi-
ence in the matter the appoint-
ment of at least one of the old
committee with each new commit-
tee.
We would further call atten-
tion to the fact that the county is
responsible for all investments of
the school funds. All commissions
or percentage of moneys or sale
of lands or other expenses or
losses from investment or other-
wise, on account of permanent
school fund, are to be reimbursed
by the county. The expenses of the
management of the permanent
school fund should be paid out of
the general funds and not from
the school fund itself. We refer
