as averse to the proptised amendment
of the constitution.

ditional amendment, in tew words,
to the effect that representatives shall

their qualiiied voters, and that direct
taxes be apportioned in accordance
with the value of all the taxable
property, would place representation

basis.
In relation to the political equality
of the races, he is iu favor of leaving
the States free to determine abso-
lutely the qualifications of their voters,
and the number of their representa-
tive^ would depend upon the number
of people upon whom they should con-
fer the right of suffrage.

By the steamship Guiding Star we
have advice* from Havana. to Sat-
urday last, the 20th iuqt. The sugar
market had been somewhat mow ac-
tive than that of tlio previous week,
whioh was the beginning of the sea-
son's movement, but little however
hud yet been done. The quotations,
are, therefore, comparatively nominal
at 15 rs. for No. 12, broken*, 18 rs. for
No. 10; and 20 rs. for No. 15). Mus-
covados entirely nominal. The re-
ceipts still continue very small, and
the exports for the last week add up
about 3000 boxes, mOst of which were
for England, Spain, and the ports of
New England. Several largo con-
tracts for the new crop are reported
at 8 to 8J rs. for No. 12, and 13J- rs.

covered which had extensive ramifi-
