moved an amenoment providing for
the election of that officer by Con-

made a violent onslaught upon Secre-
tary McCulIoeli, because that officer
haa said he would uot appoint any
opponent of the President's policy,
especially to the office. Mr. Stevens
denounced McCulInch as tbe recreant
tool of a recreant President. A *ltarp
discussion ensued, without action on
the amendment. The noti<M* then
adjourned.
