and is a big brother to the boys.
Miss Lesser is of the younger set
and very popular. Both the Le3scr
and Rosenthal famaliies are old res-
idents and highly respected citizens

The S. O. F. Club met last Sun-
day afternoon at the home of Mis;

Today I sent you a night lettci

ter follows containing suggestion re-
garding organization Keren Hayesod
work. In meantime proceed at
once organizing Keren Hayesod com-
mittees in all cities with the co-
operation of Mizrachi Poalei Zion
Order Sons of Zion. Lipsky is also
writing you.''
Now I should like to add the fol-
lowing: As you have probably learn-
ed the bureau for the Keren Haye-
sod was opened only last Thursday.
This is ' therefore only the fourth
day of work at the bureau. Natur-
ally we have not been able to work
out our plans in detail although we
have been working day and night to
. catch up. Whatever suggestions I
will make you will understand to
be only tentative. Complete plans
for the organization of the Keren
Hayesod work will be forthcoming
I hope shortly.
Here in New York the enthusi-
asm for the Keren Hayesod has
surpossed our fondest expectations.
Jews who have hitherto been non-
Zionists or anti-Zionists are begging
us to come to them and begin th
collections. Every day women are
giving up tneir jewels for the Ker-
en Hayesod. Children of the Talmud
Torahs business men in their offi-
ces rabbis from their pulpits al
are speaking of the Keren Hayesod
and pledging their support
It is agreed by all that never be-
fore has New York Jewry lived
through such a period as this. You
may judge for yourself by the fact
that to date we have in this office
pledges reported amounting to $997-
000 and we ' are receiving checks
every day by mail'. This $097000 ii
from New York alone although I
have had reports which show tha
in a great many cities like in our
own case money is being collected
There is a Zionist revival that Is
sweeping the country as a result of
the visit of our great leaders. W
are drawing In forces that we would
never reach before both among the
Russian Jewish element ' and many
German Reform Jews. Uttermeyer is
with us. Marshall will shortly be
with us we expect
We will count upon you to. spread
the spirit of optimism determina-
tion and teal for the Keren Haye
sod throughout the State of Texas.
Now as for my suggestions: In
the first place we should educate .
the Jews to look upon the Keren
Hayesod not as a campaign or as
drive for a fund but as a more or
less permanent institution in Jew-
ish life. One does not give a do-
nation or a contribution to the Ker-
en Hayesod but one opens an ac-
count with the Keren Hayesod and
pays regularly once a week or once
a month or once in three or six
months until he has paid up hi
Masaer. The principle of Masse
ought to be emphasized even though
not everybody will give in actual
tithe immediately. For persona of
wealth or property the Masser
should mean ten per cent of their
property and in addition ten per
cent of their income during thes
five years. Of couse the payment
of their tithe on their property can
also be spread over a period of five
years two per cent a year. For
people without property the Masser
should be interpreted as being te
rer cent of their annual income for
ench of these five years.. This may
sound as a new idea for American
Jews and it is new but with prop-
er propaganda and education we can
ret tens of thousands if not hun-
dreds of thousands of Jews to do
this.
There is a Women's Jewel Fund
for the Keren Hayesod which will
make a powerful appeal to many
people. You may find it advis-
able to wait with this until some
prominent Zionist speaker comes to
Texas for the Keren Hayesod. But
the other work should not wait for
anything.
In every city there should be or-
ganized a Keren Hayesod Commis-
sion upon which adequate represen-
tation should be given to the Poalei
Zion the Mizarachi the Order of
Sons of Zion as well as the general
Zionists. It is also important to
have on this commission influential
Jews. Baalc-Batim not necessarily
belonging to any of these groups.
Each commission should not be too
large but should consist of from
ten to twenty-five members depend-
ing upon the size of the town. When
the commission is organized it
should proceed to get up a role of
these Jews who will become "tax-
Tayers" of the ercn Hayesod. This
"taxpayers roll" can be made up in
various ways. In small towns there
is of course no difficulty. In larg
er cities meetings and mass meet-
ings shoud be called not for the
purpose of getting contributions but
for the purpose of enrolling people
as "taxpayers" or subscribe to
the Keren Hayesod. Of course it it
most advisable to have them open t
their account right then and there;
but it should be made perfectly
clear that it is only a beginning.
When the "taxpayer roll" has been
.T.ade up the Keren Hayesod Com-
mission might appoint a committee
which would have functions similar
to those of a board of assessment
that is the committee will try to de-
termine approximately the amount
to be expected from each person on
the list using of course the Mas
ser as a basis for calculation. Then
through a systematic canvass by in-
dividuals teams and other methods
every person on the list should b
seen. There will of course have to
ba a follow-up system but that wc
.will discuss later.
