Dear Governor Perry:
On behalf of my fellow commissioners and staff. I am honored to submit the 2010 Annual
Report of the Texas Racing Commission in accordance with Section 3.10 of the Texas
Racing Act, Article 179e. Vernon's Texas Civil Statutes. The results of the Commission's
regulatory efforts, along with statistics of interest, are highlighted in this report.
While many have declared an end to the national recession, most aspects of the Texas
pari-mutuel industry continue to decline. In 2010, the total amount wagered at Texas
racetracks fell by nearly $39 million, representing an almost 10 percent decrease from
2009 wagering totals. Nationally, wagering on Thoroughbred horse racing in 2010 fell a
little more than 7 percent from the prior year.
The reasons for the decline are unchanged since we issued this report a year ago. Texas
racetracks face stiff competition from the continued proliferation of unregulated horse
racing in Texas; additional wagering opportunities in all of our neighboring states and
Mexico; and unregulated gaming via the Internet.
As you know, despite a very productive Sunset review process that yielded several
extremely important recommendations, the 81"s Legislature failed to pass the Racing
Commission's Sunset legislation. The Commission currently is under a Sunset
Commission re-review. We remain committed to the review process, and I remain hopeful
that the 82na Legislature will recognize the importance of the previous recommendations
and work towards providing meaningful improvements to the Texas Racing Act.
On behalf of the Texas Racing Commission, I would like to reiterate our commitment to
providing fair, effective and efficient regulation of the pari-mutuel industry.
