eoB. The result s that u largo per-
centage of workers who aro helpless
becausQ of ill health nnd become a
burden on tho community and the na-
tion. To provide means to supply this
lack in tho machinery of promoting
health a form of ulckness Insurance
is suggested In the. article that will
embody the successful features ol
European experience and contain
modifications rendering it applicable
to American conditions and ideals.
Probably the most striking features
of the plan ls tho fact that it is to
bo ttupported and governed not by
employers of tho stato alone but by
insured employees employers com
munity and tbe state. The funds as
suggested would be provided by con-
tributions as follows: Insured per-
sons 50 to 68 2-3 per cent; employ-
ers 63 1-3 per cent; community or
Btate 10 per cent. Tbe amount of
weekly contributions is roughly
placed at 50 cents per person per
week from all sources. The benefits
as well as other features aro describ-
ed as follows:
"ft roust be operated on a strictly
mutual basis with the smallest possi
ble expeuse for administration On
this account Insurance operated for
profit bhould be eliminated from this
field.
"Tho study of the experience In the
lli&ld of Bicknesa insurance shows
practically unanimous conclusions
that tho following provisions aro nec
essary to the success of any plan I

(2j cash benefits not to exceed two-
thirds 91 the Wages for a period of not
