That kind of peace ts practically not
different from war. It may Involve a

financial burdens of war and all the
staggering obligations of the military
Bystem. If th's war has been fought
for such a peace all the sacrifices and
sufferings have boon in vain and civi-

Newspapers and the Public
Commenting on newspaper men be-

oaya that he has never been betray-

largo experience with newspapers and
reporters and It Is a high compliment
which ho pays tho men who 'dlsh"

Newspaper men see much of tho bad

that Is unfit to print. They work for
a scoop mighty hard but they will
not betray confidence to get one. The
ethics of the newspaper fraternity
call for square dealings and the pub-
lishers as a rule stick close to the
policy. No man need bo afraid to

War is better than n fraudulent and

all tho plans and n'ms of Pan-Ocr-manlsm.
When tho Vatican asks tho
frco people to consider a peace with
Gormany they havo a right In turn to
demand n Gorman government with
which an honest peace can be made.
Such a government does not exist to-

It Is said from time to fine by apo
logists for Prusslanlsm that wo havo
no right to dictate the kind of govern

live. That Is not true When any
form of government becomes a proven
menace to the world society has a

us not delude ourselves. Either this

Commissioner Dalian Scarborough
makea some suggestions to tho peo-
ple of Abilene through Tho Jteporter
that should havo very careful con-
sideration. The six subjects which
he discusses are all of vital import-
ance to the future growth of our
splendid city.
Already tho importance of the Elm
Creek water site has been recognized
and the bonds for Its construction
voted by a large and almost unani-
mous vote. Second only in import-
ance to the people of Abilene is an
adequate sewer system reaching all
parts of the city. City ownership of
the sewerage system is necessary in
order that proper sanitary conditions
may nhtrln. The welfare of the Cltv
Schools the building of a City Hall
and the taking over of the Street Hall-
way System as suggested by Mr.
Scarborough are problems that should
be kept In mind and solved as the
people are able to reach them.
Abilene and the A. & 31
The Dallag Times-Herald has cour
age enough to say what It believes
about the location of the West Texas
A. & M. and declares Abilene to be
the best location for the school. We
thank the Timeg-Herald for what it
bad to say about our town. The facts
re that ilw waJorStv of th tosns
that bid for the school have about
as much to offer in the way of real
advantages for an institution of the
kind tha the State proposes to build
as Abilene has to offer for becoming
headquarters for the United Statas
srmy. WIth many it was simply a
pall to lhave the state assist In build-
ing o the particular tawn without
my thought of what the tows could
do for the school. We h&$ said a

An Amendment
Nxt Tuesday. August 21 an amend-
ment to the Constitution of the State
of Texas will bo voted upon for tho
reclamation of millions of acres of
arid nnd perlod'cal overflow lands. It
13 stated by those in position to know
that the adoption of this amendmont
will be worth more to tho State than
any proposition ever votsd on by the
people. It's the duty of every man to
vote on this amendment. Lot your vote
tbe for progress and prosperity .-Clyde

Constitutional amendments excite
vry little interest among the voters.
It Is safe to say that half the voters
of Texas know nothing of the propos
ed amendment and ut least three-
fourth havo no inumtian what-
ever of voting Jine way or the other.
The trouble is that some poauut poll-
tc'an oan get a hundred speakers on
the stump fur himself but when it
comes to working up interest in a
really worthy cause the speahor are
always too busy on something else.
