to supply or withhold publicity,
the newspaper may be said to
have almost a strangle hold on
the community's activity. That
the publications do not abuse
this power is a tribute to the
public interest.

HERALD: "According to a report
released by the Federal Bureau
of Investigation today, 'The nine-
month period, January through
September, 1960, recorded an
eleven percent increase in ser-
ious crime in the United States
over the same period in 1959. .
"It's a job not for law enforce-
ment officers alone; it is a task,
we think, for all Americans who
believe that government by the
law is the surest way to freedom
and that violations should be
speedily and effectively punish-
ed."

presidential election machinery
are periodic, and not to be re-
garded with surprise. What has
become painfully evident in 1960
is that in many areas there
appears to be a rather haphazard,
disorganized approach to the
problem of checking the accur-
acy of the vote count.
"When the count is known,
election authorities thereafter
should be prepared to receive
and investigate promptly all re-
sponsible charges of fraud or
other voting irregularities."
