City Council Notes
DECEMBER 1, 1986
Regular council meeting was opened
at 8:30 p.m. The mayor and all council-
members were present.
Council approved Resolution #538
supporting and endorsing the 1986
Greater Dallas Mobility Plan.
It was decided that Saturday, December
13 was the date for Santa Claus to arrive
at City Hall. Council approved $500 for
this event with the funds to come from
the contingency funds.
Approval of water tower and water line
was tabled, and would be reviewed in a
special session with the city's engineer.
Tom Wilson's, Chairman of the Park
Board, resignation was accepted by the
council. Council also removed Frank
Killingsworth and Lonnie Boatman from
the Park Board and appointed John Cart-
wright, Sherry Perfater and Peggy Strong
to the Board.
Animal Control Ordinance #526 was
approved.
On recommendation of the city's attor-
ney, who had advised not to include elec-
tric or barbed wire in a fence ordinance,
the council approved continuing with the
present ordinance #475, rather than
adopting a new ordinance.
It was suggested by councilmember
Longacre that something be done about
the hazardous condition at the intersec-
tion of Blackburn Rd., Ingram Rd. and
3rd Street. This was tabled for further
study, and to possibly get some informa-
tion from the highway department as to
the best way to control traffic.

increase. Council accepted the filing, but
suspended the increase for 90 days.
Council did not set a public hearing date
or time, pending on a meeting with the
City of Murphy.
Ordinance #529, Uniform Fire Code
Ordinance, was again discussed. Joe
Stone, Fire Chief, said that the fire
department was not opposed to the ordi-
nance, but was opposed to Section 11,
where the council will appoint the fire
chief, "in a volunteer organization, the
men should elect their own chief,'' Stone
said. Edith Bailey, Sachse resident and
charter member of the Ladies Auxiliary
to the Sachse Fire Department, also
spoke for the fire department.
Council approved Ordinance #529.
Ordinances # 530, 531, 532, 533, 534,
535, 536, and 537 were approved annex-
ing approximately 375 acres of land into
the city.
Meeting adjourned 10:15 p.m.
DECEMBER 15, 1986
Mayor Larry Holden opened the regu-
lar meeting of the Council at 7:30 p.m.
Councilmember Bill Grant was absent.
Ordinance #539 annexing 68.71 acres
of land into the city was approved.
Pat Wilson reported for the Fallfest
Committee meeting held on December
14, 1986. She reported that members at-
tending the meeting voted the distribu-
tion of the Sachse Fallfest's funds.
Members voted that proceeds from the
Fallfest's country fair, in the amount of
$1,250, would be put into an endowment
for a pavilion in the park. Wilson explain-
ed that donations may be given to the
fund for the completion of the pavilion.
Glorya Murphy, citizen of Sachse. ex-
pressed her appreciation to the members
of the City Council and presented each
member a gift of appreciation.
Agenda Item #7 was moved to the last.
Mr. Thomas of the Texas Jaycees was not
present.
A committee had reviewed Mr. Guz-
man's request to extend a water line on
Pleasant Valley Road from Eastview,
some 800 feet, to his property. The com-
mittee recommended a special pro-rata
agreement to be drawn and that the city
would fund the oversize of the line with
a maximum limit of $2,000 for the line.
Mr. Guzman did not believe this would
be satisfactory with him.
The city will ask for some bids, with
instructions that this work be done by Mr.
Guzman, not the city. Bids will be for a
6 inch line with alternates for a 12 inch
line.
Pete Nelson, engineer for W & W De-
velopment, asked the council's approval
of Shepherds Glen-Preliminary Plat. P
& Z recommended approval with recom-
mendations of street name changes.
Jack Duke, property owner adjacent to
a drainage ditch where all water will
drain to, questioned the flooding of his
property, commenting that water now
backs up to his property with a 3 inch
rain. Mr. Duke said that something needs
to be done with this ditch from Alexander
St. on down, explaining that it is filled
with trash and needs cleaning out so the
water can go on down. The engineer
agreed that if water went across his pro-
perty he would be consulted and it would
be corrected.
Council approved Shepherd Glen Pre-
liminary Plat.
Agenda Item #10, considering bonding
streets in Hunter Ridge was w ithdrawn
Council approved and accepted Davis
Estates into the City Systems.
Agenda Item #12, considering an or-
dinance regulating registered private
clubs was withdrawn.
Agenda Item #7, which had been
moved to the last, was not discussed. Mr.
Thomas was still not present.
Meeting adjourned 8:12 p.m.
