To tbe Hon Hugh Carney,.Judge
Dist. Court., Case Co. Texas-:
We, the Grand Jury empaneled
by your Honor on tbe 1st day
of Sept., 1024, have gone into
all matters of violations of the
law that was brought to our at-
tention, and as a result of our
investigations we have returned
54- bills, 40 of which were for fel
onies and 14 were for misde-
meanors. We have examined a
large uuuiber of witnesses, and
regret that we caunot say in
this report that crime is de
creasing in our county.
But we are glad to report that
it is not our opinion that the
world is growing worse, because
the gteat majority of the citizen-
ship of this county have high re-
gards for tbe established morals
of tbe country, and would not
break them even if it were not a
violation of the law. But there
is a class, we regret to say, that
have no regard whatever for law
or morals; we find this sentiment
to be locally, aud confined whol
ly to a certain class, to-wit:—
moonshiners and bootleggers
Seeing where these lead to we
are inclined to tecommeud to tbe
father and motherhood of the
country u new coaimandmeut
and suggest that that it be em-
bodied in tbe code of family
morals, to-wit: "Thou Shalt
Not Drink." Enforce this code
on tbe youth of the country, and
when they grow to manhood aud
the evil desire of the present vio-
lators have found place in histo-
ry, we believe peace and harmo-
ny will prevail in all the pre-
cincts of our beloved county.
We have been ably assisted by
ing said paupers, in addition to
board.
We respectfully urge our repre-
sentative iu the State Legisla-
ture to consider the passage of a
bill providing for a reward for
the capture of stills in operation
and the arrest and conviction of
the operators; the payment of
the reward to be contingent upon
tbe arrest and conviction of tbe
operators of the still.
The laws of the State and coun-
ty places the responsibility of the
buying of all supplies for the
couuty on the Commissioners
Court. And after investigation
we feel that it is a matter of im-
possibility fop tbe supplies of tbe
county to be bought economical-
ly and in a businesslike way so
long as it is otherwise bought.
We also find that, it is almost
impossible for "any accurate re-
cord of the purchases to be "kept
by any one under the present
method, therefore we recommend
that all purchases for the countv
be bought through the Coramis-
Bionern Court. We believe that
in this way many dollars can be
saved each year.
We thank your Honor for his
able charge delivered to us when
we were empanelled. Having
finished our investigations, we
beg to be discharged.

We have examined the accounts
of the various officers of the
county and iu our judgment tboy
are correctly kept. We find upon
examination that the county is
practically without u jail. Tbe
one being used we consider un
safe as a village calaboose. We
therefore recommend to the corn
