West leaves LCRA
Natural resources executive will head up Blanco River agency
W. E. (Bill) West, Jr., 24-
year veteran of the Lower Col-
orado River Authority, has been
appointed general manager of
the Guadalupe-Blanco River
Authority.
West has held a number of
top positions at the LCRA and
most recently held the post of
executive director of the Office
of Natural Resources. In that
position he headed teams re-
sponsible for managing the flow
of the lower Colorado River,
LCRA's irrigation and dam op-
erations, and its parks and other
lands.
With West's departure,
LCRA General Manager Mark
Rose announced an organiza-
tional change in which the natu-
ral resources office is replaced
by the Water Resources and
Land Resources offices, each
headed by an executive director.
Rose promoted Gene
Richardson, LCRA's manager of
Water Resources, to executive
director of Water Resources,
and promoted Donna Brasher,
manager of Land Resources, to
executive director of Land Re-
sources.
Richardson, who has 34 years
of experience in the water and
waste management fields, will
lead the day-to-day activities of
LCRA's irrigation operations,
dams and hydro-electric units,
water and wastewater utilities,
flood control, water resources
planning and management, and
weather forecasting.
Richardson has a B.S. degree
in civil engineering from Texas
Tech University and is an expert
in the area of water rights. He
formerly directed the state per-
mit program governing use of
public waters, industrial and
municipal wastewater dis-
charges, and industrial waste
disposal.
Brasher, who has 24 years
experience in managing public
recreation programs, will over-
see activities related to man-
agement of LCRA's parks and
other land holdings, the LCRA
Rangers^ surveying and map-
ping, marina licensing and per-
mitting, and the Colorado River
Trail program.
Brasher has B.S. and M.S.
degrees in recreation adminis-
tration from Texas Woman's
University. She formerly man-
aged the public recreation pro-
grams for the cities of Arlington
and Austin. „
West's appointment as
GBR A general manager was
approved on Friday, January 28,
by the GBRA Board of Direc-
tors. He begins his new job on
February 1 and will be based at
the GBRA's offices in Seguin.
"We are fortunate to have on
staff equally qualified manors
in Gene Richardson and DOnna
Brasher," Rose said. "I have ev-
ery confidence that their leader-
sliip and expertise in their fields
will assure continuity in our
natural resources programs."
Rose said he was especially
impressed with Richardson's
leadership role at the LCRA
during the 1991-92 floods, and
Brasher's efforts to develop and
promote LCRA's Colorado
River Trail.

Team aid set for Trench
Volunteers from LCRA and
Wal-Mart are teaming together
in a united effort to help Chad
Trench and his family by spon-
soring a garage sale, bake sale
and much more the first Satur-
day in March. Trench, 11, is in
need of a lung transplant.
Employees of the LCRA
learned of the lung transplant
needed for Chad in a story in the
Bastrop Advertiser and an
Austin paper. They have al-
ready made a monetary dona-
tion to the family, but want to
do more.
Employees of the Bastrop
Wal-Mart and friends of Bonnie
Price, Wal-Mart snack bar man-
ager, formed a committee called
"Operation Chad" and want to
help the family as well.
The two groups have decided
to join forces and are planning a
community-wide garage sale
March 5.
Clyde Clardy has volunteered
the use of his property for stor-
age of items until the garage
sale can be held.
Anyone wishing to donate
items for the garage sale, or help
in any way, is urged to contact
Evelyn Herzog at the Sim
Gideon Power Plant, 321-2548,
or Lynnet Schwartz at the Bas-
trop Wal-Mart, 321-1164. A
fund has already been set up for
Chad at First National Bank in

San Antonio based Super S
Foods announced a grand
opening celebration of the Super
S Foods stores in Bastrop and
Smithville. The celebration will
begin on Wednesday,, February
2 and continue thru the middle
of March.
