Army's Helicopter
Fleet Expanding
The U. S. Army recently supplemented
its growing helicopter fleet by awarding
Textron's Bell Helicopter Co. of Fort
Worth a $44,337,858 letter contract for
708 UH-1D Iroguois.
The procurement action, announced by
Rep. Jim Wright of Fort Worth, will be
definitized to a fixed-price contract at
a later date.
Terms of the agreement, originating
with the U. S. Army Aviation Materiel
Command in St. Louis, call for Bell to
make deliveries from December, 1967
through May, 1968,
The 15-place "D" model is receiving
heavy usage in Vietnam as a troop and
supply transport.
Future Leadership Role
Seen For Young Soldiers
WASHINGTON (AFNB) - Army has
reminded major commanders that today's
young soldier will be tomorrow's leader
and action should be taken to advance the
most outstanding.
More than 70 per cent of Army's en-
listed will be in the "less than two year's
service" category by July 1, 1967. This
was revealed in a memorandum from
Army Chief of Staff, GEN Harold K.John-
son, who cited Army's continued build-up
as one reason.
General Johnson's memo said potential
leaders should not be denied responsibility
and promotion because they lack in-
service experience and extensive train-
ing.
These qualities are not absolutely ne-
cessary, the message stated. The impor-
tant thing is that the soldier possess lead-
ership ability, judgment and initiative.
To assist commanders, Army has ask-
ed them to report E-4s through E-8s who
are being held back only because they do
not fulfill "promotion vacancy" require-
ments.

Obligated Tour Officers (OBV) now on
active duty whose terms empire in FY 67
or 68 may request voluntary extension
of obligated service periods for 12, 18,
or 24 months without making indefinite
category career commitments. Officers
taking the extension will be released from
active duty when the extended tour is
completed unless otherwise precluded.
Requests, according to DA Message 777-
592, must be submitted before July 1,1967.
The Defense Intelligence School is
offering a revised non-residential intel-
ligence course for active and reserve
officers, GS-7 and up civilian intelligence
employees and enlisted personnel with
intelligence related NECs or MOSs. In-
formation or application requests should

A few major insurance companies are
now offering worldwide flight insurance to
military personnel on both one-way and
round - trip Commercial Air Movement
flights. One company gives maximum
coverage of $50,000 at a cost of $2
one-way, or $4 round-trip. Information on
all types of available policies and names
of these insurance companies may be ob-
tained at installation transportation of-
fices.
DA advises overseas-bound married
personnel to know the difference between
"all others" and "with dependents" tours
if they wish to apply for family separa-
tion allowances. For an E-4 or above to
qualify for this compensation, he must
sign a statement before leaving CONUS
that he realizes the Government will not
pay for transportation of the family to or
from his overseas station. This is called
an "all others" tour. If he doesn't make
this statement, it's assumed he wishes to
be "with dependents" and therefore not
eligible for family separation allowance.
